Stage 1 report on the Aggregates Tax and Devolved Taxes Administration (Scotland) Bill
They explained that, when exporting to England, a Scottish quarry will be able to claim a credit, as the material will not be commercially exploited until it arrives at a site in England, therefore the tax revenue will benefit the UK Government rather than the Scottish Government.
