However, if new Labour wins the election, will he and his Executive colleagues take action to counter proposals made by John Prescott's Department of the Environment, Transport and the Regions to remove Scotland from policy making on key environmental issues by taking powers from the Scottish Executive and handing them to an new all-Britain quango, the UK nature advisory council?
