Shelter argued— As Universal Credit continues to roll out and people are transitioned away from legacy benefits and onto Universal Credit, the reduction down to six months’ worth of help with housing costs will negatively affect remand prisoners’ ability to pay for their home while in prison.ivShelter Scotland, Written Submission Shelter also pointed out that while Universal Credit can be claimed up to a month before release, the uncertainty around remand prisoners’ release dates means— …they cannot benefit from this and are likely to eventually leave prison with very little income and a long time to wait before their first Universal Credit payment.
