Coul Links (Planning Consent) Yesterday, Highland Council granted planning consent for a golf course on Coul Links—an internationally recognised Ramsar site and a site of special scientific interest—despite an objection from NatureScot and a recommendation from planning officials of refusal on the basis of conflict with policies 3, 4 and 10 of national planning framework 4.
