Under s.2(4) of the Nature Conservation (Scotland) Act 2004, the Scottish Ministers are required to publish a list of habitats and species of principal importance within 12 months of the publication of a Scottish biodiversity strategy, known as the Scottish Biodiversity List. It will have particular relevance for public bodies applying their biodiversity duties.

Work to complete the list is ongoing and it would not therefore be appropriate to say definitively that species-rich grasslands will be included. However, various types of species-rich grassland are included in the current Scottish Biodiversity List.

The term ‘irreplaceable habitat’ is not widely used in Scottish biodiversity policy, although the term is used in National Planning Framework 4. The Scottish Government has commissioned NatureScot to develop an adapted biodiversity metric suitable for use in supporting delivery of NPF4 policy 3: Biodiversity (part b), work on which is underway. As part of that work, NatureScot are giving consideration to whether guidance or advice may be needed to support the operation of an adapted metric in Scotland, including whether guidance may be appropriate on this term or an alternative approach set out.

I wrote to the Economy and Fair Work Committee on 25 June 2024 to confirm that a market testing exercise for Glasgow Prestwick Airport was underway. Scottish Ministers’ longstanding position is that the airport should be returned to the private sector at the appropriate time and opportunity. This must be to an organisation with the commitment and capability to operate businesses directly relevant to GPA.

Any decision to sell GPA must represent value for money for taxpayers and be informed by what is right for the long-term success of the business and its contribution to the local and Scottish economy. I am unable to comment on the structure of any transaction that returns GPA to private ownership or any conditions that would apply post-sale completion.

The process is ongoing and I will update Parliament when a significant development has been made.

Freight Facilities Grant for 2025-2026 opened to applications on 7 April and closed on 1 May. Any company which wants to move freight by rail or water rather than by road and which is proposing to invest in new freight handling facilities in Scotland or re-invest in existing facilities in Scotland was able to apply for an FFG. Applications were considered against published criteria on what is and is not eligible under the scheme.

Applicants will be informed of the outcome of their bids shortly. Payment of grant to any successful applicants will be made no later than 31 March 2026.

Work is progressing to implement changes through Energy Act 2023 to establish a better enabling environment for offshore wind development. Scotland’s strategic compensation policy, including amendment to the Habitats Regulations, is now at consultation until 1 September 2025. The changes proposed seek to increase the availability of compensatory measures and give clarity on the requirements around environmental compensation for offshore wind development. These reforms have been developed in partnership with the UK Government to ensure a consistent approach across the whole of the UK.

Scottish Government is also working to establish a Scottish Marine Recovery Fund to deliver Strategic Compensation and a more streamlined process for securing compensation for adverse environmental effects of relevant offshore wind activities. Scottish Government has published Scottish Marine Recovery Fund Interim Guidance (available on the Scottish Government website) and consultation on these proposals will be undertaken in due course.

The Sectoral Marine Plan for Offshore Wind Energy in Scotland, is also now at consultation and a series of engagement events have been held around Scotland. The plan will set a clear roadmap for the sustainable delivery of offshore wind in Scottish waters.

A programme of work to streamline the consent process, to meet and, where possible, reduce timescales in relation to application determination and post-consent approvals for offshore wind projects and associated infrastructure, has also been undertaken. Officials sought views from industry, regulators and other stakeholders on proposed improvements to the consenting and licensing process and intended updates to the guidance. Improvements have now been implemented through engagement with developers, updates to external guidance and updates to internal procedures including:

• Promotion of effective stakeholder engagement earlier in the process including updated guidance on pre-application engagement with stakeholders
• Front loading the consenting process and reduced post consent consultation and approvals by requiring certain information on mitigation with applications that was previously required post consent
• Supporting high quality applications through engagement with developers and updated guidance and checklist on information required to support applications for offshore renewable energy projects
• Improvements to planning authority consultation on applications, including clarifying timescales and provisions for planning authority consultation on applications

Vaccination is globally recognised as being second only to clean water in terms of its transformative impact. The Scottish Government is working with NHS Health Boards and Public Health Scotland through the Scottish Vaccination and Immunisation Programme (SVIP) to improve public confidence in vaccination.

Scotland's 5-year Vaccination and Immunisation Framework and Delivery Plan, published in November 2024, includes goals to increase uptake and reduce inequalities in vaccination. To do this, SVIP will continue to build on existing practice to build confidence through a range of actions, including: making vaccination, and information about vaccines, more easily accessible; improving the patient experience; working with different communities to understand and respond to any concerns or questions; and supporting the workforce to have confident conversations about vaccines with patients and members of the public.

SVIP continues to build on and develop partnerships with community, third sector and religious organisations to co-produce and disseminate factual information for those who have questions about vaccination.

The Scottish Government is also aware of the harms false health information can cause and is looking at what approaches can be taken based on the latest evidence.

The Scottish Government has allocated a budget of around £1.7m per year to support delivery of the Sexual Health and Blood Borne Virus Action Plan 2023-26. This funding includes a range of projects focused on HIV testing and prevention including Terrence Higgins Trust HIV Self-Test service, three Emergency Department opt-out testing pilots and a workforce education project led by Waverley Care to reduce stigma in health and social care settings.

In addition to this, we are also proving funding for the roll out of blood borne virus opt-out testing in Emergency Departments starting with those NHS Boards with the highest prevalence.

All children and young people in Scotland are entitled to receive the same level of access to NHS-delivered services, regardless of which school they attend.

Decisions around fees for hospital education services are a matter for local authorities and NHS Boards to consider in conjunction with independent schools. Where fees are applied, we would expect the independent schools to offer families the financial support needed in instances where there is a charge for the education services on offer.

Protecting our marine environment is a shared responsibility and the Scottish Government welcomes community-led initiatives. The Kyles Coastal Community Group is a member of the Coastal Communities Network that engages directly with the Scottish Government on many marine issues. The Kyles Coastal Community Group can contact Scottish Water or the Scottish Environment Protection Agency to raise any local wastewater concerns.

Schedule 3 (Transfer of staff, property etc to Qualifications Scotland) Section 2 (Transfer of staff) of the Education (Scotland) Bill as passed sets out that all employees assigned to the Scottish Qualifications Authority (SQA) at the point of Qualifications Scotland being established, will transfer to Qualifications Scotland in line with the Transfer of Undertakings (Protection of Employment) (TUPE).
