We are considering a wide range of information and evidence on rent controls, including a bespoke research briefing from experts in the field at the UK Collaborative Centre for Housing Evidence. This research included assessment and references to previous academic work on rent controls systems in both Berlin and Ireland. In addition, I met with members of Ireland’s Residential Tenancies Board on 9 August 2022. Consideration of international comparisons will help continue to inform our thinking as we progress policy development in this important area of work.

The Scottish Government Environment Strategy (2020) recognises the urgent need for action at all levels, in tackling the twin crises of biodiversity loss and climate change. Sadly, the evidence tells us that in common with the rest of the world, Scotland has not yet done enough to prevent the continuing decline in biodiversity. We recently consulted on our new biodiversity strategy, which sets out our ambition to halt nature loss by 2030 and reverse it by 2045. The consultation closed on 12 September and we are currently analysing responses.

The initial phase of the project is nearly complete. This early work has sought to understand how we identify communities which have been affected by repeated water scarcity events, to establish the proximity to public water mains, to assess the water network capacity and estimate the costs associated with extending the mains to potentially allow those on private water supplies to make a connection. Scottish Water is completing the studies with final results expected soon.

The Scottish Government does not have powers to act in this area (as the generation, transportation and supply of electricity is reserved to the UK Government).

Electricity is a commodity traded on the wholesale energy market across GB, the price of which is set by the last (or marginal) unit, which in GB is typically gas.

New renewable electricity capacity that is supported by the Contract for Difference (CfD) framework will help to decouple the price of renewable electricity from the price of gas by setting a fixed ‘strike price’ for the sale of every MWh over a 15-year period.

The Scottish Government is committed to establishing and maintaining a dignified and accessible disability and carer benefits system. This includes support for those aged over 65 whose awards are transferring to Adult Disability Payment.

“Non-physical activity disability allowance” is not a recognised term applying to Personal Independence Payment (PIP) or Adult Disability Payment. In line with our established case transfer principles, people transferring to Social Security Scotland, from the Department for Work and Pensions (DWP), will continue to receive the correct payment at the correct time.

This means that clients will continue to receive the same mobility and care component of support when they transfer to Adult Disability Payment as they would have continued to receive on PIP after reaching state pension age. Relevant age rules will apply to any review after transfer, which means that on-going entitlement to the mobility component of Adult Disability Payment will be in line with the condition and/or disability under their previous PIP award. Where an individual's award was selected for transfer because they reported a change to the DWP, they were due to have their award reviewed, or their award was due to end, we will start the review process soon after their Adult Disability Payment award begins. In all other cases, review dates will be as far as possible aligned with their previous PIP review or end dates.

Although entitlement rules for Adult Disability Payment largely replicate PIP entitlement rules, we are confident that overall client experience will be much improved as a result of the less intrusive and client-centred assessment processes and our new forms of support and advice to help people provide relevant information when applying or having their entitlement reviewed.

Security of electricity supply is a reserved policy area, delivered through UK Government electricity policy, Ofgem as the independent GB energy regulator, and National Grid ESO (the GB Electricity System Operator), as noted in the response to your question on 25 August.

Scotland has an abundance of renewable electricity generation that exceeds our average annual demand. Our draft Energy Strategy and Just Transition Plan will set out further analysis on electricity security, in light of increased decarbonisation of heat and transport.

However, based on current rates of new build development, a ban on the use of direct emission heating systems in new build properties could equate to an additional 100GWh of demand every year. This would add just 0.3% to our total electricity demand remaining well within the margin of our maximum supply capacity of 10GW.

Similarly, based on Transport Scotland’s electricity demand scenarios, the average annual additional electricity demand from EV’s (cars and vans) is just 186GWh for the period 2022 – 2030.

It is also important to highlight that network companies are investing to ensure that our infrastructure can support our transition to net zero. Both Scottish Distribution Network Operators have worked closely with the Scottish Government and other stakeholders to ensure that their business plans reflect the scale and pace of deployment necessary to meet Scotland’s net zero and interim targets.

These plans are being assessed by the energy regulator Ofgem, and we expect a final decision on proposed investments by November this year.

The Scottish Government does not have policy control over the eligibility for rebated fuels, such as red diesel. This is a reserved policy. Changes introduced by the UK Government in April 2022 restricted the eligibility for use of rebated fuels.

An emergency budget review has been announced to assess any and all opportunities to redirect additional resources to those most in need, reduce the burdens on business and stimulate the Scottish economy. More than £4.7 billion in support has been provided to businesses since the beginning of the pandemic, including around £1.6 billion in rates relief.

Ultimately, the Scottish Government believes that all tax powers should be devolved to this parliament so that we can provide the support that Scottish businesses need.

The Scottish Government has worked with the Department for Environment, Food and Rural Affairs, the Welsh Government and the Department of Agriculture, Environment and Rural Affairs in Northern Ireland on the mandatory water efficiency label proposals. Yes, Argyll and Bute alongside other local authorities that are home to large numbers of private water supplies were considered when deciding where to pilot private water supply first time connections scheme. The main purpose of this scheme is to focus on private water supplies which are facing water scarcity due to climate change.
