To ask the Scottish Government how it will ensure that discussions regarding Ardrossan harbour are as transparent as possible.
Answer
The Ardrossan harbour project is overseen by the Ardrossan Task Force which includes representatives from Transport Scotland, Peel Ports Group, North Ayrshire Council, CalMac Ferries Ltd, Caledonian Maritime Assets Ltd, the Isle of Arran Ferry Committee, and Kenneth Gibson MSP. The Task Force is co-Chaired by myself, Minister for Transport, and Councillor Marie Burns, Leader of North Ayrshire Council.
Project partners engage regularly to progress the project which is currently at the tender design stage. Task Force Minutes and the project’s Question and Answer document is published on the Transport Scotland webpage.

To ask the Scottish Government what steps will be taken to improve surgery waiting list times for those with breast cancer, including inflammatory breast cancer that involves reconstructive surgery.
Answer
£10 million of funding has been directed to support Cancer Waiting Times improvements in our NHS across 2022-23, targeting the most challenged specialties, including breast. Significant funds are going towards up-skilling nurses and investment to support extended working days and weekend working to increase capacity and treat patients as timely as possible.
The Scottish Cancer Network (SCN) has engaged collaboration from clinical staff across Scotland to develop a clinical management pathway for breast cancer to ensure patients achieve consistent care across Scotland, expected to be launched in 2023.

To ask the Scottish Government whether it has considered the finding of the National Dental Inspection Programme statistics, published by Public Health Scotland on 25 October 2022, that the proportion of children estimated to have severe decay or abscess increased from 6.6% in 2020 to 9.7% in 2022.

The information requested is not held centrally by the Scottish Government as this is an operational matter for the independent Scottish Environment Protection Agency (SEPA) and Scottish Water. To ask the Scottish Government whether consideration will be given in the Islands Connectivity Plan to amending the
Transport Scotland process for annually opening bookings on the Northern Isles
ferry routes, to change this to earlier in the year, rather than November, to
allow customers to plan and book travel over the high-demand festive period
further in advance.
Answer
The timing of the opening of the booking system is set out in the contract with Serco NorthLink Ferries and is aimed at opening the booking system for a full 12 months to provide maximum flexibility for customers. In principle we would be open to exploring bringing this forward to an earlier date, but would need to consider the matter further to assess any unintended consequences this might have.

To ask the Scottish Government, further to the answer to S6W-10871 by Humza Yousaf on 27 September 2022, whether the Scottish Stroke Improvement Programme priority area benchmark descriptors have been used consistently since 2019.
Answer
The priority benchmark descriptors in the Scottish Stroke Improvement Programme have been used consistently since 2019.
Moving forwards, we are now developing new criteria in line with recommendations made in the Progressive Stroke Pathway and upcoming refreshed Stroke Improvement Plan. These will be reported on in the next annual Stroke Improvement Programme Report, published in 2023.

To ask the Scottish Government what steps it plans to take to improve the treatment and care for patients with inflammatory breast cancer.
Answer
The Scottish Cancer Network (SCN) has engaged collaboration from clinical staff across Scotland to draft a National Clinical Management Pathway for all breast cancer patients, to achieve consistent care across Scotland. The CMP is currently in draft and out for consultation and is expected to be launched in 2023.
The Scottish Cancer Network is hosted by NHS National Services Scotland. The Network is a dedicated national resource to support and facilitate a ‘Once for Scotland’ approach to cancer services which will assist in enabling equitable access to care and treatment across Scotland.

To ask the Scottish Government whether Social Security Scotland's systems include a mechanism for increasing the frequency of benefit payments.
Answer
There is no mechanism for increasing the frequency of benefit payments. We have set payment cycles already in operation. Any new payment cycles would not be recommended as they would be complex to implement and have detrimental impact on operational services.

To ask the Scottish Government what consideration it has given to the findings of the recent University College London study, Exploring methods for understanding stranded value: case study on LNG-capable ships.
Answer
The Scottish Government is aware of the study published by the University college London on LNG capable ships and of its main conclusions. There is considerable research being carried out into the viability of various future marine fuels and vessel technologies and the Scottish Government, as a global leader on wider climate change policy and actions and as an owner and operator of vessels, is maintaining a close view on developments.

We are aiming for the Government-owned ferry fleet to make the strongest possible contribution towards achieving our target of a net-zero greenhouse gas emissions economy by 2045.
