The Drug Deaths Taskforce was comprised of a range of individuals selected for their expertise in a personal capacity or on behalf of the organisations they represent, including those with lived and living experience.

The Scottish Government welcomes their final report which has provided a roadmap for future delivery, including 20 recommendations and 139 detailed actions. In response to this, we have published a cross-government action plan which includes a broad range of initiatives aiming to improve access to treatment and support for people with complex needs. All of the work set out in this action plan is framed within the context of the government’s wider efforts to address the social determinants of health.

The government have committed to investing £250m over the course of the parliament to delivering the National mission, and there is a comprehensive approval process in place to ensure best value for public money.

The Corra Foundation is responsible for operating funds which distribute money to third sector and grass roots organisations, who will play a vital role in reducing drug related deaths. Funding applications are assessed through robust assessment panels, which give people with either personal or professional lived and living experience of frontline services a voice in the decision-making process.

To further improve transparency and show the direction and impact of the funding we have committed, we published the first national mission annual report in November 2022. This report outlines the breadth of activity undertaken by public and third sector services in the first year of the national mission. We intend to publish a retrospective annual report every year for the remainder of the mission.

To support organisations and communities who wish to purchase a defibrillator, Scottish Government published a guide in 2018 providing advice on purchasing and installing a public access defibrillator. The guide includes information on organisations who operate subsidised schemes for the purchase of publicly accessible defibrillators. The British Heart Foundation is one of these organisations, they provide part funded defibrillators for communities alongside free ReVivr CPR training. In order to provide a wide-range of rehabilitation approaches, a skilled workforce is required that spans health, social care and third and independent sectors. The workforce brings a range of skills that can vary across sector and by background.

Allied Health Professionals (AHPs) make up a significant proportion of the rehabilitation workforce. The AHP Education and Workforce Policy Review considered the actions necessary to deliver a national education and workforce plan for AHPs. This has now been completed. The recommendations will be published early 2023 and an implementation plan will be developed thereafter.

In April 2021, Scottish Government commissioned Public Health Scotland to develop and deliver the Scottish Cardiac Audit Programme. Over 100 clinicians and people with lived experience have been involved in the development of draft indicators for this programme. This includes health care professionals with an interest in specialist services, cardiac rehabilitation and palliative care.

Draft indicators were shared for further feedback in autumn 2022. PHS continue to work to develop the audit programme based on this feedback.

Rail enhancement projects successfully completed in Control Period 6 include Queen Street station redevelopment, new stations at Robroyston, Reston and Inverness Airport and Far North Enhancements. The Glasgow to Barrhead electrification project and the new East Linton station remain on schedule to be completed within Control Period 6.

As a result of the proposed reduction on the Major Public Transport Projects budget for 2023-24 there is limited impact on Transport Scotland’s Control Period 6 plans. There are rail projects that commenced in Control Period 6 and have been planned to span into Control Period 7. These projects that will be delivered in Control Period 7 include the reopening of the railway to Levenmouth, including two new stations at Leven and Cameron Bridge, works to electrify the railway from Haymarket to Dalmeny and the electrification of the East Kilbride route.

Patient care and service delivery are the statutory responsibility of local healthcare providers. NHS Boards are responsible for working with their partners to plan and provide health services which meet the needs of their populations. Use of the independent sector has been an option open to all Health Boards to help address short-term capacity issues and is an operational decision for them.

However, through Scottish Government investment, we continue to engage and support Boards to build their workforce and implement the National CAMHS Service Specification. The Scottish Government allocated around £40 million to improve CAMHS and Neurodevelopmental services for children and young people in 2021-22, and has invested £46 million in 2022-23 via the Mental Health Outcomes Framework to improve the quality and delivery of mental health and psychological services for all. The priorities for the funding this financial year have been to continue delivering improvements in CAMHS, psychological therapies, eating disorders and neurodevelopmental services for children and young people, as well as ongoing innovation and service reform.

As a result of our investment over recent years, CAMHS staffing has increased significantly. NHS Education for Scotland (NES) publishes quarterly statistics on the Child and Adolescent Mental Health Services (CAMHS) workforce. The publication on 6 December 2022 showed, as of September 2022, the CAMHS community staff Whole Time Equivalent (WTE) was 1259 compared to 900.3 WTE in March 2021, when significant investment in CAMHS was made. This represents a 39.8% increase.

In 2022/23, the Scottish Government provided £2.35million to NHS24 for Breathing Space; this forms part of our overall funding package to NHS24 (of almost £10million), to provide a range of advice and support to people experiencing mental health problems.

The Scottish Government recognises the vital service Breathing Space provides and intends to continue funding the service. Our funding enables NHS24 to provide a high quality listening service for people experiencing low mood. It also allows the continued development of the service using user insight and evaluation. For example, the service recently expanded to include a webchat facility which provides support in a way that meets users’ needs whilst also offering a new way to help manage demand for this valuable service.

We recognise that rises in the cost of living are putting a huge strain on some families and they are facing unforeseen challenges.

The management of debt is an issue for education authorities and their finance departments. Councils have the power to make discretionary offers of free school meals to families, where they are experiencing financial hardship due to exceptional circumstances, who do not meet the regular eligibility criteria.

COSLA, working with partners from across Local Government, have developed a set of good practice principles for the management of school meal debt, which were published on 20 February 2023. The intended audience for these principles is local authority staff across a range of departments (including education, catering, finance and debt collection) as well as Head Teachers, class teachers and other school staff.
