All NHS boards have utilised the funding available to build the infrastructure in their recruitment teams and appoint an international recruitment lead.

The Scottish Government’s Chief Scientist Office (CSO) supports funding schemes for applied health research across the range of health challenges including prevention and treatment of infectious diseases. Applications are assessed through independent expert review with funding decisions based on the recommendations of independent expert research committees. Currently funded projects include an investigation of a novel class of antibiotic and on targeting antibiotic use.

In addition, CSO contributes financially to a range of National Institute for Health & Care Research funding schemes so these are open to applications from researchers in Scotland. These schemes can also consider applications for research relating to infectious diseases with funding recommendations made following independent expert review.

CSO also invests through NHS Research Scotland in a range of clinical research infrastructure to support Health Boards to host and participate in clinical studies and trials, including an Infectious Diseases Clinical Research Network to support the delivery of studies in this area.

The Scottish Government has also agreed, in principle, to join a new payment and evaluation model for new antimicrobial products, led by National Institute for Health & Care Excellence and NHS England. Frameworks are set to be finalised and in place by end of March 2023, at which point, all four nations will collectively decide on the new products that will be awarded contracts. If this new model is successful, we hope it will help to address supply chain issues by incentivising industry research and development into new antimicrobials.

The National Cancer Quality Steering group have overseen the development of a newly proposed QPI on 'Recurrence Following Breast Cancer Treatment' in 2022. This proposal contains 3 parts - i) local recurrence (or new cancer) following conservation surgery; ii) local recurrence (or new cancer) following mastectomy; and iii) any recurrence (or new cancer) in same breast, axilla or distant site after surgical treatment.

This QPI, along with the other revisions have recently been subject to a public engagement exercise and all comments received via this process are due to be discussed at a further Breast Cancer QPI Formal Review meeting later in January prior to final agreement.

Further to this, the Scottish Government continues its dialogue with Public Health Scotland, NHS England and the Healthcare Quality Improvement Partnership alongside breast cancer specialists and the charity Breast Cancer Now regarding data collection for secondary breast cancer.

These meet twice per year and their role is well-known across the health and care research community in Scotland. Applications on qualitative research on the impact of living with a neurological condition are welcomed. Any such applications would go through the CSO's standard independent expert review process to enable funding decisions to be made.

The Chief Scientist Office partnered with the Department of Health and Social Care and the Medical Research Council to fund a James Lind Alliance Priority Setting Partnership (JLA PSP) on Myalgic Encephalomyelitis / Chronic Fatigue Syndrome (ME/CFS). This used standard JLA methodology to work with clinicians, patients and carers to identify the most important areas for research. The outputs of the ME/CFS PSP were published in May 2022 and represent an important resource for the ME/CFS community, together with researchers and research funders:

Through the Neurological Care and Support – a National Framework for Action 2020-25 , Scottish Government and the Centre for Sustainable Delivery (CfSD) are improving referral pathways. The CfSD continues to work with neurological services to support the appropriate adoption of Active Clinical Referral Triage (ACRT) which ensures patients receive the right care in an appropriate setting, and Patient Initiated Review (PIR) which puts patients at the centre of their care.

The CfSD is working with Public Health Scotland towards capturing data in relation to ACRT and Discharge PIR, which will provide a better understanding of the scale, spread and potential further opportunity of these approaches.

The CfSD Neurology Specialty Delivery Group are developing a number of GP fact sheets for common neurological symptoms designed to support clinical triage by ensuring patients access the correct pathways in timely, robust and appropriate manner. These resources are intended to support good communication between secondary and primary care. They have been developed by a multi-Board expert group of primary and secondary care clinicians and are currently being prepared for national use.

Through our Neurological Care and Support – a National Framework for Action 2020-25 we are also funding condition-specific pathway work, in particular regarding Functional Neurological Disorder and migraine.

Scottish Government has previously invested £180,000 in the development of a national care framework for Huntington’s Disease, with a view to the potential adoption of this approach in other neurological conditions. Our National Advisory Committee for Neurological Conditions will consider whether development of frameworks for additional neurological conditions should be prioritised as part of our ongoing implementation of the commitments within the Neurological Care and Support: Framework for Action 2020-2025 .

Commitment 13 in the Neurological Care and Support: Framework for Action 2020-2025 relates to the support of research into neurological conditions

Action to support Commitment 13 of the Neurological Care and Support: Framework for Action 2020-25 is detailed in the response to Parliamentary Question S6W-13711 on 23 January 2023. This work was agreed in February 2020 however was subsequently paused due to capacity issues related to the COVID-19 pandemic. It will be further considered by the National Advisory Committee for Neurological Conditions alongside our emerging priorities for implementation of the commitments within the Neurological Care and Support: Framework for Action 2020-2025 .

The question relates to a live planning application, and remains subject to consideration by the Loch Lomond and The Trossachs National Park Authority at this time.

As a statutory consultee in the planning process, with a responsibility for the safe and efficient flow of traffic on the A82 trunk road, Transport Scotland was consulted on the second Flamingo Land's Lomond Banks planning application in May 2022.

In terms of national planning policy requirements when considering the potential transport impacts of the proposed development, Scottish Planning Policy, (2014) remains in force until such time as National Planning Framework 4 is adopted and published. SPP contains no requirement to consider potential carbon impacts on Scottish Government climate and vehicle reductions targets.

Transport Scotland did however undertake a comprehensive review of the applicant’s transportation assessment supporting the planning application. Transport Scotland was satisfied that the proposed development could be adequately served by, and connected to, active travel and public transport networks and would not therefore be wholly reliant on car travel.

The outcome from the review informed Transport Scotland’s formal consultation response to the Loch Lomond and The Trossachs National Park Authority.
