To ask the Scottish Government what plans it has to "publish an Annual Report setting out the contribution made by [its] international offices to promoting the values, objectives and priorities of the
revised International Framework", as recommended by the Constitution, Europe, External Affairs and Culture Committee in its report, Inquiry into the Scottish Government’s International Work.
Answer
We intend to publish our first Annual Report setting out the contribution of our international offices by the end of December 2023. This will allow time to gather the information required from the business plans of each office for 2023-24 as well as the monitoring and evaluation reports covering 2022-23.

To ask the Scottish Government which NHS boards are now testing pregnant women for pre-eclampsia using the placental growth factor (PlGF)-based test, following the recommendation on 23 March 2023 that all do so as part of routine maternity health care.
Answer
The Scottish Government expects all NHS Boards in Scotland to consider the recommendations in the Scottish Health Technologies Group report, published on 23 March 2023, and take steps to ensure that women who require access to placental growth factor (PlGF) based tests as part of their maternity care can do so.
The Scottish Government has recently written to all NHS Boards for an update on progress towards implementation of PlGF testing. We will be able to give an update on this in due course.

To ask the Scottish Government what plans it has to carry out a review of the (a) location of, (b) staffing of and (c) funding allocated to its international offices.
Answer
We constantly review the operations of our international offices to ensure their work to promote Scotland remains measurable, transparent and provides value for money.
To help with this review process, each Scottish Government international office submits a monitoring and evaluation report every financial year which measures performance; monitors effectiveness and ensures they are achieving their strategic objectives.
Additionally, from December 2023 onwards, we will publish an Annual Report explaining how our international offices work to promote our values, objectives and priorities across the globe.
Whilst we intend to open a new office in Warsaw during this Parliamentary Term, there are currently no plans to open any further Scottish Government international offices during this time.

To ask the Scottish Government what meetings it has had with Channel 4 since May 2021, and what the agreed outcomes were of any such meetings.
Answer
Since May 2021, the Scottish Government has had 2 Ministerial meetings with Channel 4.
As outcomes the Scottish Government reiterated its opposition to the proposals from the UK Government to privatise Channel 4. We welcome that these proposals have now been dropped.
Also discussed were Channel 4’s wider plans and opportunities for Scotland Channel 4.

To ask the Scottish Government what action it is taking to reduce any inequalities of access to diabetes technologies, in light of reported concerns that people may be dissuaded from using such technology if they have to pay for insulin pump batteries.
Answer
Our Diabetes Improvement Plan, published in 2021, contains a key commitment to increase access to existing and emerging diabetes technologies. Between 2016 and 2022, we have invested £29.6 million of additional funding specifically to support this.
The new Accelerated National Innovation Adoption (ANIA) pathway workstream will also support accelerated distribution of Closed Loop Systems, in a more equitable way across Scotland, by creating a new national onboarding team. We are aware there are variations in approach to the cost of replacement batteries for insulin pumps across NHS Boards and we have asked Boards and healthcare professionals to improve equity of access to technologies. Through the ANIA pathway workstream, the Scottish Government has invested a further £350,000 to accelerate the distribution of Closed Loop Systems.
Not all insulin pumps require batteries, and we expect NHS Boards and staff to support patients to find the most appropriate technology for their specific circumstances.
We are committed to supporting families and households who are facing the increased cost of living, and this includes tackling the barriers people face when trying to access diabetes technologies.

To ask the Scottish Government how many individuals own land holdings over 500 hectares in Scotland, broken down by region.
Answer
This is a question for the Keeper of the Registers of Scotland. She advises me that on 19 July 2023, out of the 2040 registered titles with a footprint area over 500 ha, 809 are owned exclusively by one or more natural persons. A further 15 titles are leased exclusively by one or more natural persons and 2 are mixed tenure titles registered under the Land Registration (Scotland) 1979 Act.
These figures exclude titles where a natural person may be acting in a special capacity (e.g., as a trustee or partner), as well as titles with a complex proprietorship structure consisting of a mix of natural and non-natural persons acting in various capacities.
Of the 615 areas of unregistered land over 500 ha, which have been linked to a Sasines Search Sheet in the Registers of Scotland Unlocking Sasines dataset, an estimated 244 are indicatively owned exclusively by one or more natural persons.
A breakdown by region is provided in the following table. 10 Land Register titles over 500 ha Register are near shore or offshore and therefore fall outwith the mapped boundaries of Scottish Local Authority areas.

A further 212 titles are leased exclusively by one or more companies and 2 are mixed tenure titles registered under the Land Registration (Scotland) 1979 Act.

To ask the Scottish Government what area of Scotland’s land is publicly owned; how many holdings this includes, and how many of these holdings are over 500 hectares.
Answer
This is a question for the Keeper of the Registers of Scotland. She advises me that the Registers of Scotland does not collect information that is meant to identify land as publicly owned. Estimates are highly dependent on how public bodies are defined and searched for (by name) in the Land Register of Scotland and the Registers of Scotland Unlocking Sasines dataset.
Using available data sources, we estimate that on 21 July 2023, public sector bodies (including local authorities) held approximately 32,882 holdings across all tenure types, covering a combined area of approximately 884,350 ha.
288 holdings exceed 500 ha.

To ask the Scottish Government, further to the commitment by the Minister for Drugs and Alcohol Policy in a written submission to the Citizen Participation and Public Petitions Committee regarding public petition PE1900, when it anticipates receiving the results of the rapid review of each NHS board and Police Scotland regarding issues in ensuring that all detainees in police custody can access their prescribed medication, including methadone, in line with existing relevant operational procedures and guidance.
Answer
The Scottish Government has written to all 14 Territorial Health Boards and Police Scotland to determine the extent of these issues across Scotland. The responses are now being complied and the conclusions will be sent to the Citizen Participation and Public Petitions Committee shortly. I am clear that access to the right treatment at the right time for each and every person is vital to the implementation of the Medication Assisted Treatment Standards across our nation and is at the very heart of our national mission on drugs.
