ICMS3: A World First for Cost and Carbon Management in Construction

That the Parliament welcomes the publication of International Cost Management Standard (ICMS) 3, developed by a coalition of 49 professional and not-for-profit organisations from around the world, which sets out what is understood to be a world-first process for reporting on cost and carbon management in construction; considers that this practical publication is essential in decarbonising the sector; welcomes the broad suite of standards, including the Whole Life (Lifecycle) Carbon Assessment and Built Environment Carbon Database, which, it understands, will enable the comprehensive measurement, reporting and benchmarking of carbon in the built environment, and encourages the Scottish Government and industry to embed such standards as best practice, and helping to deliver a net zero transition in Scotland.
