That the Parliament notes the report published by Citizen's Advice, Deliver at all costs: How insecure pay and conditions for delivery drivers are failing parcel consumers; understands that, in the parcel delivery sector, rates of consumer problems are very high, with one in three people reortedly having issues with their home delivery, including with parcels frequently being left on doorsteps or in insecure places, arriving damaged or going missing and disabled people struggling to secure accessible deliveries; considers that what it believes are poor employment conditions are prevalent in the parcels market and have a detrimental role as a major cause of service failure; understands that a high and growing number of delivery drivers are self-employed and are subject to inconsistent, variable pay and insecure contracts; believes that these bring intense pressure to prioritise speed of delivery over service quality; notes that previous research suggests that consumers prioritise reliability of service over speed; supports the call made in the report for stronger Ofcom regulation and employment reforms to help improve service quality in the parcels sector; recognises calls on the UK Government to implement a Single Worker Status and ensure that there are effective routes to status enforcement, and recognises the campaigning work by the Communications Workers Union on these issues.
