Turning Lucky Into Normal, Preventing Homelessness in Scotland

That the Parliament believes that homelessness should be rare, brief and not repeated; welcomes what it sees as the shift from crisis management towards early intervention, prevention and rapid rehousing; recognises the value of an “Ask and Act” approach, whereby public services identify and respond to the risk of homelessness at the earliest possible opportunity; further recognises the importance of Housing First, rapid rehousing and effective tenancy sustainment in helping people secure and maintain a safe and stable home; notes the view that housing stability should be at the heart of homelessness prevention, so that everyone has the opportunity to access and sustain a stable home, and that successful approaches to prevention should become the norm in Uddingston and Bellshill and across Scotland, rather than outcomes depending on individual circumstances or chance, and welcomes the commitment to ending homelessness for everyone, recognising the importance of sustained investment and effective collaboration across public services to deliver this ambition.
