That the Parliament recognises what it sees as the vital contribution of older people to communities across the Highlands and Islands; notes with concern the distinct challenges that it considers remote, rural and island residents face in accessing equitable health and social care, including severe reductions in local care home capacity, workforce recruitment shortages and long travel distances to centralised medical services; further notes findings from the Scottish Human Rights Commission regarding systematic barriers in rural service delivery, and calls on the Scottish Government, NHS boards and integration authorities to urgently reform the National Resource Allocation Committee (NRAC) funding formula to reflect rural delivery realities, guarantee long-term multi-annual funding for third sector care providers and expand localised "Hospital at Home" and digital care infrastructure to ensure that older people can age with dignity in their own communities.
