Transport Connectivity and Access Across the Highlands and Islands

That the Parliament recognises what it sees as the vital importance of reliable, affordable and accessible transport to the social and economic wellbeing of communities across the Highlands and Islands; acknowledges the unique challenges faced by residents living in remote, rural and island communities, where long distance, limited public transport options, challenging geography and dependence on ferry and air services can make everyday journeys significantly more difficult than elsewhere in Scotland; believes that reliable transport is essential for accessing healthcare, education, employment, shops, public services and social and community activities; recognises the particular impact that unreliable or infrequent transport can have on older people, people with disabilities, young people, families and those without access to a private vehicle; further recognises the importance of reliable ferry services, safe and well maintained roads, affordable bus services, resilient rail connections and sustainable air links in maintaining viable and thriving communities; believes that transport policy must properly reflect the additional costs, journey times and practical difficulties experienced by people living in remote and island communities; calls on the Scottish Government, Transport Scotland, local authorities, Regional Transport Partnerships and transport operators to work with communities across the Highlands and Islands to improve the reliability, affordability and integration of transport services, and further calls for transport investment decisions to place the needs of rural and island residents at centre of planning, ensuring that geography does not become a barrier to accessing essential services or opportunities.
