KPMG Illicit Tobacco in Australia Report - Amendment

As an amendment to motion S4M-08283 in the name of Jackson Carlaw (KPMG Illicit Tobacco in Australia Report), leave out from "the recent" to end and insert "the report by KPMG, Illicit tobacco in Australia and Australia's introduction of plain packaging for tobacco products; understands that nearly 20,000 children in Scotland aged 11 to 15 start smoking each year and that smoking is responsible for in excess of 4,000 deaths every year; is concerned that the recent study of 1,025 UK children aged 11 to 16 by researchers at the University of Stirling, Cigarette pack design and adolescent smoking susceptibility: a cross-sectional survey, found that, when presented with different choices of cigarette packaging, children prefer more colourful, elegant and striking novelty packaging; is further concerned that those children who preferred such packaging also stated that they were more tempted to smoke; further notes the study's finding that plain, standardised packaging reduced the appeal of smoking to children; understands that cigarette packaging provides the last vehicle in which tobacco companies are able to market their products and entice children and adults to begin smoking for the first time; believes that the introduction of plain, standardised packaging is necessary to eliminate what it considers the sophisticated marketing techniques of tobacco companies and drive down the number of people starting to smoke for the first time each year, and congratulates the Scottish Government on its commitment to legislate for plain packaging in 2014-15."
