Delivery of the health and social care app for Scotland is being taken forward by NHS Education Scotland (NES) as part of the wider Digital Front Door programme. The majority of costs to date have been on mobilising the team required and developing the Outline Business Case. NHS NES staff have participated in the Civtech Challenge, which has allowed NES to understand what is required to develop the app in a way that integrates into Scottish Government plans to digitise postal communications. We have no current plans for legislative change regarding battery energy storage systems. Our Fourth National Planning Framework (NPF4) guides spatial development, sets out national planning policies, designates national developments and highlights regional spatial priorities. It is an integral part of the development plan and so influences planning decisions across Scotland. NPF4 Policy 11 part e) (energy) recognises that potential impacts on communities and individual dwellings, including residential amenity are important considerations in the decision making process and all applications are subject to site specific assessments.

The results of the information gathering exercise on stoma care were presented at Scottish Executive Nurse Directors’ meetings on 5 July and 22 November 2024, informing NHS Boards of overall findings. It is for NHS Boards to deliver services locally. The Scottish Government does not plan to publish this information publicly but will share with the Scottish Stoma Forum Group by April 2025.

The Scottish Government provides the policies, frameworks and resources for high quality health care in Scotland. However, it is for each NHS board to decide how best to deliver those services to meet the needs of the population to ensure they can provide safe, effective care for their patients, and this includes stoma care provision.

The Scottish Government has no powers over the Radio Teleswitch Service (RTS). It is the responsibility of the UK Government, Ofgem, and energy suppliers to carry out analysis of the impact of the RTS switch-off and take appropriate action.

However, we are committed to raising awareness and working with those responsible to ensure that consumers are not negatively affected by the switch-off. This includes contributing to RTS related engagement, consultations, and roundtables as well as raising the profile of the switch-off across the media.

We have written to and engaged with the UK Government, Ofgem, and industry on several occasions to press them to take the necessary steps to protect consumers in Scotland from detriment. This includes highlighting the unacceptable situation whereby consumers are unwittingly penalised for upgrading their meter.

The recent Ofgem consultation on RTS related changes to license conditions proposed that suppliers must take all reasonable steps to provide a tariff that leaves the consumer ‘no worse off’ than their existing arrangements as a result of a RTS meter replacement. The Scottish Government supports this position and has also been pressing for the introduction of a fund to support households and businesses facing expensive re-wiring through no fault of their own.

Any consumers experiencing difficulties with their supplier, including questions relating to tariffs, should contact Advice Direct Scotland (ADS). ADS receives funding from the Scottish Government as part of our devolved responsibilities for consumer advocacy and advice. Services include the free national energy advice helpline, available on 0808 196 8660 or at energyadvice.scot.

It is for NHS Boards to make decisions and progress on the delivery of services locally, including consideration of delivering the asks proposed at the Scottish Stoma Forum in October 2023. Positive progress shared with the Scottish Government includes: agreeing that the role of a stoma forum should reflect local needs; the range of nursing support available for stoma patients is now more expansive; stoma care is included as part of the Registered Nurse core curriculum; patients can request a review of their care from their local stoma care team at any time, meaning that a formal offer of an annual review should not be required in most cases.

The plan focuses on the following four critical aspects to help protect the quality and safety of care, supported by the increased investment for health and social care in the 2025-26 Scottish Budget:

• improving access to treatment;
• shifting the balance of care;
• digital and technological innovation;
• prevention.

It details how the specific commitments outlined in the answer to question S6W-34287 will be delivered – building on health boards’ own delivery planning to prioritise how services will be improved across NHS Scotland. This plan will be followed by publication of a population health framework later in the spring and a health and social care service renewal framework in June.

It is the responsibility of each local authority, who operates Decriminalised Parking Enforcement, to provide guidance to ensure their parking attendants are issuing Penalty Charge Notices (PCNs) lawfully and the level of discretion that can be applied in individual situations. It is not for the Scottish Government to specify when discretion should be applied. Stringent appeals processes are also in place to assist those who feel they may have been issued a PCN unfairly.

This question relates to operational matters that are the responsibility of the Scottish Court and Tribunals Service (SCTS) corporate body. The question has been passed to the Chief Executive of the SCTS who reply in writing within 20 days.
