To ask the Scottish Government how many SME housebuilders have been engaged in the delivery of the affordable housing supply programme in each year since 2016-17, and how it analyses the involvement of SME housebuilders in the supply chain on the basis of (a) geography, (b) project type and size and (c) grant recipient.
Answer
The recording of contractors is not a mandatory field in our applications system and therefore our records are not complete. The Scottish Government Affordable Housing Supply Programme does not formally analyse whether contractors are SME housebuilders or the basis of their involvement.

To ask the Scottish Government, further to the answer to question S6W-12469 by Jenny Gilruth on 6 December 2022, what discussions it has had with (a) police forces in England and Wales, (b) Living Streets Scotland, (c) the British Horse Society Scotland, (d) the AA, (e) the RAC, (f) Brake, (g) the British Motorcyclists Federation and (h) Cycling UK regarding a National Dashcam Safety Portal in Scotland, and whether it has an estimated timeframe for its implementation should the pilot be successful.
Answer
The initial implementation date for the NDSP pilot was indicated as January 2023, however, this is currently under review by Police Scotland. I will meet with Police Scotland to discuss the importance of delivering the NDSP and to obtain a timescale for the programme’s implementation later this month.

To ask the Scottish Government, further to the answer to question S6W-10597 by Shona Robison 20 September 2022, what information it does record about the house builder or construction company once a project is tendered, and how it engages with those SME house builders.
Answer
The Scottish Government does not mandate the recording of contractor or housebuilder details within a tender application. If supplied, the information we collect relates solely to the name of the contractor. The Scottish Government has no direct engagement with the contractor as the contractual relationship is between the grant applicant and the housebuilders/contractors. Scottish Government More Homes Division engagement at a strategic level is through industry bodies such as Homes for Scotland.

Answer
We expect the Scottish Local Authorities Renumeration Committee to provide its report and recommendations to the Government in Autumn 2023.
Once this is provided, the Scottish Government will consult with COSLA on a response to the recommendations, and inform Parliament of our decisions as soon as possible thereafter.

To ask the Scottish Government whether it will provide an update on the (a) selection criteria, (b) process and (c) delivery mechanism for how the £5 million in loss and damage funding, which it announced at COP27, will be allocated.
Answer
Officials are planning to undertake stakeholder engagement events early in 2023 in order to inform the delivery mechanism and selection criteria for this funding. Recommendations will then be put to Ministers in advance of any formal agreement being made with the aim of the selection process starting in Q1 of FY 23/24. Through this process, officials will deliver a participatory, co-designed programme that fully meets the needs of the communities that it seeks to serve. The minister is happy to update parliament once a ministerial decision is taken.

Criminal proceedings data are presented by the main charge which is the one conferring the most severe penalty.

To ask the Scottish Government what projects will be supported by the Climate Justice Fund in financial year 2023-24.
Answer
The CJF in 2023-24 expects to fund the Climate Just Communities programme, which will operate in Malawi, Rwanda and Zambia; the WEDO programme, which supports women delegates to be visible and heard during significant global negotiations; and a human rights defenders fellowship, which will support environmental fellows through the existing SG-led programme. In addition, once the selection process and delivery mechanism for the £5m funding for non-economic loss and damage is finalised, initiatives can begin to be funded through this programme.

The £31.3 million Building Standards budget for 2023-24 has been allocated for (a) Cladding remediation programme spend of £29.72 million; (b) research and professional advice on the building standards system spend of £0.38 million; (c) other spend of £1.20 million.
