Chamber and committees

The Scottish Government will engage constructively with relevant stakeholders to ensure considered and thoughtful discussion on this policy. Further detail will be developed in consultation with these stakeholders to deliver effective implementation and achieve policy aims.

We are delivering at pace for Scotland, and will launch a public consultation on the retail display of vapes and nicotine products within our first 100 days in Government. This is part of our on-going implementation of the 2026 Tobacco and Vapes Act, and we will continue to work across the four nations where appropriate.

Decisions on further legislative restrictions on displays will be dependent on the outcome of this consultation.

We are committed to strengthening the Adults with Incapacity system in Scotland, including Powers of Attorney, with a specific focus on enhancing the rights and protections of people affected by incapacity law.

We are working with an Expert Working Group to develop proposals for reform, with an Adults with Incapacity Amendment Bill expected to be introduced during the current parliamentary session.

The Scottish Government is aware of the current position regarding the National Treatment Centre at Forth Valley.

Falkirk Council, in its role as the local building standards authority, must complete its independent assessment and approval processes – these processes must be carried out thoroughly to ensure all required standards are met before the Centre opens.

In the period since 24 June 2025, Scottish Government officials have held a series of discussions with HM Inspectorate of Education, COSLA, ADES, Local Government Home Education Leads and with parent and carer representatives of home educated children and young people. As referenced in our reply to PQ S7W-00574 on 1 June 2025 this review is in its discovery phase, including an initial focus on data scoping and investigation. With regards to the evaluation elements of the review, officials are currently liaising with HMIE and others to prepare further advice and options for Scottish Ministers on next steps.

We are scoping options for heart and lung MOTs in community locations. This is about ensuring that we can identify those most at risk of lung and heart disease earlier, and provide the support that people need as a result.

Further information on heart and lung MOTs and community diagnostic one stop shops, including locations and costs, will be set out in due course.

Six GP walk-in centres are currently operational, with the first delivered in February. Three of those are already operating seven days a week, with the remainder open on a phased basis, but all will move to full hours in due course. The intention of a phased basis opening was to deliver new services as quickly as possible for patients.

Scottish Government Ministers are focused on delivering manifesto commitments. Further updates on this commitment will be provided once discussions with ETZ and ONE have progressed.

As set out in the manifesto, we will work in partnership with others to progress funding models that safeguard fiduciary duties, provide secure inflation linked returns and can accelerate the delivery of homes.
