Within the Scottish Government policy responsibility for Health and Care Research sits with the Chief Scientist Office (CSO)

NHS Research Scotland (NRS) is a partnership between the NHS Boards and CSO. NRS works to ensure that the NHS in Scotland provides the best environment to support clinical trials. The Scottish Government provides annual NRS Infrastructure support funding. The 2025/26 figure for this funding was £46.16 million.

The VPAG Commercial Clinical Trials Investment Programme was agreed as part of the 2024 Voluntary Scheme for Branded Medicines Pricing, Access and Growth (VPAG). It aims to strengthen the UK’s global competitiveness in life sciences and support innovation led growth. The programme is supported by approximately £400 million of funding from the Association of the British Pharmaceutical Industry members

The clinical trials component of VPAG is intended to enhance capacity and delivery of commercial clinical research across the UK. Approximately £40 million from this element of the VPAG investment programme is expected to be invested in Scotland over the five year scheme. CSO has worked with NRS to configure this investment to maximise the opportunities for patients to participate in commercial clinical trials. This includes the setting up of 4 Commercial Research Delivery Centres (CRDC's) - based in Aberdeen, Dundee, Edinburgh and Glasgow - to accelerate and strengthen commercial clinical research delivery.

The Scottish Government funds the Scottish Health Research Register (SHARE). This allows people, aged 11 and over, to register their interest in being contacted about relevant Clinical Trials based on the coded data in their various NHS computer records. As of 10th June 2026, SHARE had recruited 312,835 participants SHARE | RegisterforSHARE

The vast majority of funding (97.9% in 2026-27) continues to be provided to councils by means of a block grant from the Scottish Government. This is set out in the final Annex of the relevant Local Government Finance Circular, for example, Annex K of Local Government Finance Circular No. 2/2026.

It is the responsibility of individual local authorities to manage their own budgets and to allocate the total financial resources available to them having first fulfilled their statutory obligations and a number of national priorities agreed with COSLA. Many of those nationally agreed priorities entail additional funding being provided in-year by the relevant portfolio. In-year transfers are set out in the relevant chapter of the Scottish Budget, for example, Table 4.15 of the Scottish Budget 2026-27.

Work continues with COSLA and local government partners to reduce ring fencing and in-year transfers where possible and over £2.3 billion of previously ring-fenced funding and in-year transfers has been consolidated into the General Revenue Grant, since 2023.

The total funding provided to local government and the amount that was formally ringfenced and allocated as in-year transfers is set out in the following table, as requested.

The Scottish Spending Review 2026 sets out the Scottish Government's indicative capital spending plans for the four years to 2029-30. This includes £4.1 billion health capital investment across major infrastructure projects, essential maintenance and replacing and upgrading vital medical equipment as part of the commitment to invest £10 billion over the next decade.

We are currently working with all health boards to develop an NHS whole system infrastructure plan (WSIP) for Scotland to support targeted investment based on need across all of the NHS estate. This supports continued safe and effective use of existing facilities, through ongoing business continuity planning, as well as informing future investment priorities based on assessment of need across the whole of Scotland.

The first phase, Business Continuity Planning, is focussed on priority investment in the existing estate and equipment to support service continuity. Boards have completed risk-based assessments and received confirmation of items which can be progressed with additional funding from the Scottish Government. Future Business Continuity Plan submissions will be on a two-yearly full submission cycle, with interim years only requiring ‘by-exception’ reporting of new essential maintenance or equipment replacement items not previously reported.

In addition to the above planning, Health Boards receive baseline Capital funding each year to be used at their discretion to address estate and equipment requirements. The Scottish Government also continues to fund the national rolling radiotherapy equipment and ambulance fleet replacement programmes.

The Scottish Parliamentary Corporate Body recently discussed and agreed to continue to collate and publish data about the diversity of MSPs. We recognise the importance of biographical data about MSPs on the website so that the public can understand and decide who they wish to contact on an issue. This data is also important for understanding and monitoring the diversity and representative make up of Parliament in the longer term.

The Gender Sensitive Audit (GSA) report in session 6 had cross party support. Its recommendations included enhancing the collation, monitoring, and reporting of diversity data at Holyrood.

It is SPCB’s intention that a web filter enabling the public to filter members by sex and trans status will be provided on the website, reflecting the diversity of parliament from session 7. This takes account of various considerations, including equalities, data protection and privacy requirements. This work is being carried out respectfully by officials recognising the sensitivities involved.

Turning to the explanation for the temporary removal of the filter following the election, some diversity information was mistakenly made available online before it had been confirmed directly by individual MSPs. Once identified, it was removed from the Parliament’s website.

That information was not sourced from, or verified by, current MSPs and was not collected in line with the terms of recommendations set out in our GSA report of March 2023. As noted, this is being remedied as a matter of urgency, and we are sorry for the confusion and upset this has caused for many people.

Accordingly, on Monday 1 June 2026, all MSPs were invited to complete a short survey on sex and trans status. This process ensures that relevant diversity information is confirmed directly with individual MSPs before use. This is in line with the recommendations of the GSA report.

The short survey should only take MSPs a few minutes to complete and seeks their consent to publication of their personal data on the Parliament’s website. It will be used in relation to the search filter regarding individual MSP website profiles and for use for internal and external reporting on aggregate data and other relevant purposes such as SPICe enquiries.

It is the SPCB’s aim to have the survey responses returned, the technical work completed and the filter reintroduced as soon as possible.

The Scottish Government recognises the importance of empowering people to manage their mental health and wellbeing, and that access to trustworthy digital advice, resources and psychological therapies is critical to this.

Our wellbeing website, Mind to Mind, offers mental health and wellbeing advice, as well as signposting information to wider mental health support, using short videos from people with mental health conditions. NHS Inform also holds self-help guides on mental health conditions to help people recognise what they may be struggling with and providing guidance on when to seek appropriate support for their needs.

Over 2025-26 we invested £3.7 million in Breathing Space- a free, confidential phone and webchat service for anyone over 16 who is struggling with their mental health and wellbeing. We also invested £11 million to the NHS 24 Mental Health Hub which provides compassionate advice and support to people seeking urgent help with their mental health (with around 10,000 calls per month).

An expansion of the Hub launched in December 2025, to provide a national pathway to brief psychological interventions for those would benefit from early treatment but would not meet the criteria to access local specialist secondary care mental health services. This is providing treatment from professionals appropriately trained in psychological practice. It is helping to improve early identification of the need for support and timely access to early intervention support to prevent mental health issues escalating, support for life events, and to help people cope with physical health conditions.

We also continue to expand the range of self-referral digital therapies for people with anxiety, depression or insomnia, and have increased access to internet enabled cognitive behavioural therapy (CBT) so people can speak to a mental health professional online. There were over 77,000 referrals to digital therapies last year.

Alongside digital support, it is positive to see new models of accessible mental health support in communities and we are committed to expanding access to community-based mental health hubs over this Parliamentary term.

Finally, as we work with partners to design and implement the service renewal framework across mental health, we will reflect on our current self-referral offers and consider where else we can provide safe and effective self-referral support.
