On 29 June, I met with women affected by Depo-Provera® to listen directly to their experiences and concerns. I was grateful for the opportunity to hear their accounts and to better understand the challenges they face.

At that meeting, I agreed that the Chief Pharmaceutical Officer would issue a letter directly to healthcare professionals in Scotland to ensure that they (1) are aware of the risks associated with the long-term use of Depo-Provera®, (2) describe these risks clearly to women, (3) review prescribing of Depo-Provera® every two years, in line with the Faculty of Sexual & Reproductive Healthcare guidance, and (4) are aware of any actions they should take in the event that a meningioma is suspected.

The letter will also emphasise the importance of Yellow Card reporting of Adverse Drug Reactions (ADRs). The MHRA’s UK-wide Yellow Card reporting system collects data on ADRs and the MHRA monitors these as part of its pharmacovigilance responsibility. Healthcare professionals and/or any member of the public who suffers a suspected ADR should complete and send a Yellow Card report which is used to identify and monitor medicine safety.

The Public Bodies (Joint Working) (Scotland) Act 2014 established the framework for integrating health and social care services in Scotland. It required local authorities and NHS boards to create Integration Authorities responsible for the governance, planning and funding of integrated services.

Integration aims to improve care and support for people who use services, their carers and their families. It does this by putting a greater emphasis on collaboration, joining up services, and focussing on anticipatory and preventative care. We support Integration Authorities to do this through regular dialogue between officials, myself, the Cabinet Secretary and the networks of Integration Authority Chief Officers, Chairs and Vice-chairs.

For 2025-26, we provided £144,812.30 in Scottish Government funding to Health and Social Care Scotland (HSCS) for their work supporting key networks, including IJB Chief Officers. HSCS work closely with IJBs and Chief Officers to promote good practice, strengthen IJB leadership networks, support meaningful engagement with communities and the third sector, and enhance independent sector involvement in local governance.

More recently I met with the leadership of the IJB Chief Officer network to discuss current priorities and challenges facing integration authorities, and to support continued collaborative working across the health and social care system. I look forward to continued engagement with them.

Knife dealer licensing is a licensing scheme which allows for the sale of relevant weapons whilst helping minimise risks to public safety. It is a criminal offence for a person to sell the types of weapons covered by the licensing scheme without a licence.

Knife dealer licensing applies to any retailer including any online retailer based in Scotland. The licensing scheme requires a licence to sell certain weapons. These weapons are:

• All knives other than folding pocket knives whose blades do not exceed 3.5 inches (8.91 centimetres) in length and knives designed for domestic use;
• All daggers other than kirpans or skean dhus whose blades do not exceed 3.5 inches (8.91 centimetres) in length;
• All knife blades other than those designed for domestic use;
• All swords
• Any other article which has a blade or which is sharply pointed and which is made or adapted for use for causing injury to the person.

Knife dealer licensing is operated by local authorities in Scotland. The issuing of a licence includes background checks on the person seeking the licence. Conditions will attach to a licence including keeping written records of transactions for three years, records kept can be at any reasonable time looked at by the police on request and – for physical retail locations - no display of articles visible from the street or public entrance and signage indicating age laws that apply. These requirements apply in addition to other more general offensive weapon laws that apply such as restrictions on the age of purchasers.

The Scottish Government recognises the importance of robust evidence in understanding any relationship between domestic abuse against men, substance use and recovery. However, limitations in the available data mean it is difficult to draw firm conclusions regarding potential correlations or causative relationships between these factors.

Existing data sources that provide some insight into these issues include:

• National Drug Related Death Database – records, by sex, whether individuals who have died a drug death were victims of domestic violence prior to death. It also records details of social circumstances including who they were living with and whether individuals were a parent/parent figure. The database also records whether the individual had a psychiatric condition (including depression).
• Drug and alcohol information system (DAISy) – collects data on those presenting for specialist treatment for drugs/alcohol in Scotland. The data set includes some (limited) information on living situation, dependents, and existing medical conditions.

While these data sources can provide information on the circumstances of people affected by substance use, they do not currently provide a comprehensive picture of the relationship between men’s experience of domestic abuse, substance use and recovery outcomes. The Scottish Government will continue to work with partners across the health, justice and research sectors to strengthen the evidence base where appropriate and make the best use of available data to inform policy development and service delivery.

The Scottish Government has been working closely with Health Boards to ensure a wide range of actions are in place to reduce waiting lists for Child and Adolescent Mental Health Services (CAMHS). This includes increasing funding over recent years to expand service capacity and provide over 320 additional staff, and enabling the system to manage over 10,000 additional cases. We are also continuing to support NHS Boards to redesign their services to improve efficiency and access.

Thanks to the hard work and dedication of CAMHS teams across Scotland, national performance against the 18-week CAMHS standard has been sustained for over a year, with 91% of children and young people starting treatment within 18 weeks of referral and one in two children and young people referred to CAMHS start treatment within 6 weeks. Most Health Boards have now eliminated waits of over a year, and the total number of children and young people waiting more than 52 weeks is at its lowest level since June 2015 and now account for only 0.5% of all children and young people waiting.

We do, however, recognise there is more to do. Some young people and families are still waiting too long. We continue to work closely with all Boards, providing enhanced support where performance needs to improve, ensuring Boards have robust improvement plans in place to deliver results.

The Scottish Government is also investing in early intervention and community-based supports, such as school counselling and third-sector services, to support children and young people and their families to address mental health issues earlier in order to reduce demand for specialist CAMHS.

The data collected in March 2025 by SPICe is taken from a request to health boards on estimates of children and young people seeking an assessment. The Scottish Government does not hold data on the number of children and young people on waiting lists.

However, we do know that in recent years there has been an increase in people seeking a neurodevelopmental diagnosis, resulting in pressure across a variety of services.

The Scottish Government approach prioritises providing timely access to support that meets children and young people’s neurodevelopmental support needs rather than diagnosis.

The National Neurodevelopmental Specification, which was published in 2021, aims to ensure that children and young people receive the support and access to services that meet their needs at the earliest opportunity. It is clear that support should not be dependent on a formal diagnostic assessment.

Last year, in partnership with COSLA, we undertook a Review of implementation of the Specification. This helped us understand what is working well and where further action is needed – it highlighted the significant pressures facing services and the need for clearer national direction and practical support to deliver timely, neuro-affirming care across Scotland.

Following the Review, we committed to delivering a programme of work to support health boards and local authorities to deliver the aims of the Specification. Delivery is being supported by a cross-sector Children and Young People’s Neurodevelopment Taskforce, bringing together expertise from health, education, local government and the third sector to ensure a collaborative, whole-systems approach is being taken.

Within the Scottish Government, policy responsibility for Health and Care Research sits with the Chief Scientist Office (CSO).

CSO runs a number of research project and fellowship funding programmes. These are open to applications for research across the clinical spectrum, including mesothelioma. These funding opportunities are well known among the health research community in Scotland. All applications go through a rigorous independent expert review process to enable funding decisions to be made.

There are no current projects or fellowships in Mesothelioma.

In 2018, CSO provided approximately £28K in funding support for a Postdoctoral Clinical Lectureship entitled "Manipulating the immune microenvironment in Malignant Pleural Mesothelioma" - Dr Claire Rooney University of Glasgow.

In addition to directly funding research projects and fellowships, CSO provides research support infrastructure funding to support the delivery of clinical studies in the NHS in Scotland. The NHS Research Scotland Cancer Network is funded by CSO to increase, support and sustain clinical trial activity in cancer care across Scotland. The NRS Cancer Network is supporting the delivery of a number of Clinical Trials in Mesothelioma including PREDICT-Meso which is led by Professor Kevin Blyth from the University of Glasgow.

The aim of PREDICT- Meso to understand how mesothelioma develops and to develop new therapies and tools for new human trials. PREDICT-Meso is funded by CRUK (£5M) and currently involves 230 investigators from 130 institutions in 17 countries https://www.predictmeso.com/.

Under the Marriage (Scotland)Act 1977 and the Civil Partnership Act 2004, there are a number of different systems for religious or belief celebrants to be approved to solemnise marriage or register civil partnership. At the moment, Independent Humanist Ceremonies(IHC) nominate persons to the Registrar General to be registered as celebrants under section 9 of the 1977 Act.

The number of unpaid carers who receive short breaks or respite is reported in the Scottish Government’s Carers Census. This collection covers unpaid carers of all ages who have a support plan and/or those receiving support from local services, rather than the total caring population.

Information from the Carers Census is collected on a local level, however local-level figures are not published as, despite the increase in the number of organisations returning data, coverage remains incomplete across Scotland. Differences in local carer support arrangements and recording practices also mean the data is not sufficiently robust to allow direct local comparisons.

National-level data is reported in the Carers Census publications, however the results likely represent an undercount of the true number of unpaid carers being supported by local services in Scotland, given that not all organisations are able to provide submissions, and there is no non-response estimation. This is noted within the publications, where figures are framed as representing carers included in the Carers Census from submitting data providers, as opposed to being estimated Scotland-level totals.
