The Scottish Government has no plans to designate lisdexamfetamine (Elvanse ® ) as a specialist medicine or to explore options for commissioning the direct procurement of this medicine through National Services Scotland’s NHS National Procurement.

Manufacturing issues and increased global demand are the main reasons for attention deficit hyperactivity disorder (ADHD) medicine supply issues and as such it is unlikely that a central procurement of lisdexamfetamine (Elvanse ® ) or of any other ADHD medicine would offer an effective solution. This is anticipated to be a short term problem.

The regulatory powers on the supply of medicines, are reserved to the UK Government and the Department of Health and Social Care’s Medicines Supply Team are co-ordinating the shortage of ADHD medicines at a UK level. Advice has been issued to healthcare professionals including on the availability of unlicensed imports. In addition, the UK Government has added lisdexamfetamine (Elvanse ® ) to the restricted medicines lists – which means it cannot be exported out of the UK.

The Scottish Government recognises the impact of these global shortages on people living with ADHD and their families. Scottish Government officials continue to engage with the UK Government on this supply issue and other shortages. NHS Scotland has robust systems in place to manage medicine shortages when they arise. Anyone affected by this issue should speak to their clinical team.

In order to receive a grant under the Scottish Dental Access Initiative, prospective applicants must set out their intention to i) establish a new practice or ii) extend an existing practice within designated geographical areas. Designated areas are defined by Scottish Government with reference to overall availability of General Dental Services. Once granted, SDAI funding is monitored to ensure ongoing compliance with a number of conditions which the grantee agrees to when signing the grant offer letter. These include.

More broadly, the National Dental Inspection Programme (NDIP) monitors the general oral health of children in Scotland. The latest NDIP statistics published in October 2023 showed that 82% of P7 children have no obvious decay, compared with 53% in 2005. In addition, the difference in the percentage of children with no obvious decay in the most and least deprived areas decreased from 26.3 percentage points in 2009 to 16.1 percentage points in 2023.

This shows the success of our flagship Childsmile Programme. Fluoride varnish is a key element of Childsmile and there are no plans to remove this aspect of the programme.

Gender equality is at the heart of the Scottish Government’s vision for a fairer Scotland, one where women and girls have and are empowered to exercise equal rights and opportunities, have equitable access to economic resources and decision making, and live their lives free from all forms of violence, abuse and harassment.

We are absolutely clear that harassment or abuse of any form, whether in professional sport, the workplace, schools, in the home or in society is completely reprehensible and must stop.

Sport, of course, has a very special place in our society, which is why it is important that professional sports clubs take any appropriate steps to ensure they and their players are positive role models for both children and adults across the country.

I met with the End Sexual Misconduct in Sport Campaign, and we strongly encourage all professional clubs to engage with the campaign to ensure they have appropriate policies, training, standards and reporting procedures in place to educate and root out sexual misconduct and discrimination.

The Scottish Government continues to work closely with Skills Development Scotland and the Scottish Funding Council to maximise apprenticeship opportunities and ensure that employers wishing to take on an apprentice are supported and able to do so.

Scottish Apprenticeship Week (SAW) is an annual campaign coordinated by Skills Development Scotland, which took place 4-8 March 2024, providing the opportunity to highlight the benefits of apprenticeships to individuals, employers and learning providers. For employers who have not engaged with apprenticeships, SAW is a chance to discover how work-based learning can develop their workforce, improve performance and productivity and contribute to business growth.

The Developing the Young Workforce Employer-led Groups also facilitate engagement between employers and schools to highlight the importance of vocational pathways, including the range of apprenticeship opportunities available, and support young people to transition into work.

As part of the delivery of our Cleaner Air for Scotland 2 strategy, we are taking forward a review of the Clean Air Act 1993 working closely with SEPA and Local Authorities to focus the review and develop initial findings. From January 2022 Ecodesign standards now apply for all new wood burning appliances. We are currently developing our public engagement framework for air quality, and as part of that we will consider the best approach for engaging with the public on domestic burning issues.

We do not know the numbers of children affected because the information has not been collected historically.

In response to the Independent Medicines and Medical Devices Safety Review (IMMDSR), the Scottish Government commissioned Public Health Scotland (PHS) to establish a medicines in pregnancy surveillance asset. This resource will support monitoring and reporting to progress improvements in the safe use of valproate and other teratogenic medicines in Scotland. Its first output is due to be published by PHS in April 2024 and will include prescribing data and trends for valproate and other anti-seizure medicines.

he importance of retaining individuals living with HIV in treatment and care is recognised in the UNAIDS/WHO targets and the Scottish HIV Transmission Elimination Proposal as one of the five pillars of interventions (entry into and retention in specialist HIV care). Specialist HIV services and HIV third sector organisations will work together to optimise the updating of information with regards to the movement or transfer of individuals to facilitate engagement with services.

This work will be supported by Public Health Scotland through the provision of NHS board level data on people diagnosed with HIV but not attending specialist treatment and care services for whom, through linkage of data to migration, death, hospitalisation, prescription and vaccination datasets, there is evidence that they remain resident in Scotland.

There are no imminent plans to expand emergency department opt-out blood borne virus testing to other areas. It is important that decisions about any further expansion are based on the best available evidence. The Scottish Government will use evaluation data from the current pilot projects, combined with other evidence, to determine whether further roll out would be acceptable, deliverable and cost-effective in Scotland.
