To ask the Scottish Government what engagement it has had with local authorities, since 2021, regarding promotion and support to improve uptake of its early learning and childcare offer to eligible children, and what steps have been taken by (a) it and (b) individual local authorities to target support.
Answer
The Scottish Government has been working with the Improvement Service and Scottish Futures Trust since 2017 to support local authorities with the delivery of the 1140 expansion programme. Prior to the statutory entitlement of ELC provision increasing to 1140 hours in August 2021, support was focused on ensuring that local authorities had the necessary staffing and infrastructure in place to meet the increased entitlement. More information on this delivery support function can be found here: ELC Delivery Progress Reports | Improvement Service
Since August 2021, Scottish Government has refocused the support we provide to local authorities via the Improvement Service, to embed the intended benefits of the expansion and to strengthen, enable and assure the delivery of ELC services to all eligible children.
Improvement Service supports local authorities to identify and share good practice examples and to understand and implement service improvements. This includes supporting local authorities to understand processes involved in maximising two-year-old uptake, including how to make best use of the new data being shared with local authorities on the eligible population in their area.
Scottish Government does not collect information on work local authorities do within their local areas. Local authorities are able to share their experiences on the Knowledge Hub.

To ask the Scottish Government what progress it has made in improving information gathering for psychological therapies waiting times, as set out on page 2 of its report, Psychological Therapies Waiting Times in NHS Scotland, which was published on 6 June 2023.
Answer
The Scottish Government published a new national Specification for Psychological Therapies (PT) and Interventions on 29 September 2023. This follows a two-year period of development working closely with partners, including the workforce, and other key stakeholders.
We have worked in collaboration with Public Health Scotland (PHS) to revise the waiting reporting guidance for PT and PHS have re-issued the Waiting Times data definitions guidance document which will help to improve accuracy of reporting against the PT waiting times standard. This applies to the delivery of PT as set out in the new Specification. The updated guidance document will be fully operational by 1 April 2024.
Scottish Government officials and Professional Advisors will continue to support NHS Boards to improve reporting of PT waiting times through the established engagement processes. We will work with data analysts and PHS to ensure improved information reporting is carried out consistently across Scotland.

To ask the Scottish Government, in advance of its refreshed tobacco control action plan being published in autumn 2023, whether Public Health Scotland will be commissioned to update analysis on the estimated effects of reduced smoking prevalence on the three outcomes of smoking-attributable deaths, smoking-attributable hospital admissions and smoking-attributable NHS costs.
Answer
The Scottish Government recognises that evidence is important in supporting policy design, monitoring progress and evaluation of impact. Our refreshed Tobacco Action Plan will be published in Autumn this year and is based on a wide range of evidence. This has included and will continue to include input from Public Health Scotland and Scottish Government Analysts. In addition, evidence requirements will continue to be considered and updated as plans around refreshed tobacco actions progress. Further detail on evidence will be published later this year.
Current PHS analysis on smoking attributable deaths and smoking attributable admissions can be found on the PHS website - Smoking attributable deaths - ScotPHO and Smoking attributable admissions - ScotPHO

To ask the Scottish Government when it plans to publish the updated Strategic Framework for Scotland’s Early Learning and School Age Childcare Profession.
Answer
The Programme for Government 2023-24 set out major new commitments on childcare including how we will test, for the first time, what an all-age childcare system will look like for Scotland in six councils.
We will work closely with those communities, our partners, and providers to consider how the early learning and school age childcare workforce can support these systems, and what they will need to do so. This will include consideration of regulatory issues, qualifications and professional development, which will take time to do fully and is why we will now set out our plans in 2024.
In the meantime, we will continue to work with the Framework Steering Group and other partners to support delivery of the actions being developed as part of the original plan. We have, for example, already developed a range of new learning resources, implemented a Protecting Vulnerable Groups (PVG) fee waiver and are starting work on a new national portal for professional learning.

Answer
The Scottish Government last met with representatives of the Society of Chief Officers of Environmental Health as part of the ETC (Environmental Health and Trading Standards Officers Group) on 25 August 2023. Officials from the Scottish Government provided an update on the New Deal for Business Group (NDBG) recommendation report published on 29 June 2023, its acceptance by Scottish Ministers and work planned to consider the cumulative impact of regulations.
There was specific discussion of the Subgroup for Regulation recommendations, including the role that Local Authority regulators will play in the re-established Regulatory Review Group (RRG) and in the development of the policy cycle and Business Regulatory Impact Assessment (BRIA) processes.
