An update on the provision of digital devices was given in the 2024-25 Scottish Government Budget.

In order to maximise the impact of capital funding available, we will seek to provide support at a household level, targeting investment specifically at disadvantaged families with children. This approach will improve equity of access to devices and connectivity for those who need it most, helping families realise the broad range of benefits associated with digital inclusion. It will also enable access not only to digital tools and resources for learning, but to digital society and online public services. Through doing so, it will expand the impact of this investment beyond learners to their wider families.

The Scottish Government does not hold information about meetings between College Employers Scotland and trade unions.

However, it is my intention, in the coming weeks, to convene a roundtable discussion, with all partners, to discuss the next steps.

The Scottish Government through its delivery partner Energy Saving Trust (EST) offer a wide range of consumer incentives designed to support individuals and businesses across Scotland transition to net zero models of transport.

We are the only nation in the UK to offer a Used electric vehicle loan which provides interest free loans of up to £30,000 to support the purchase of a used EV. Our charge point infrastructure grants support people and businesses in rural, remote and island locations as well as residents in flatted/factored developments install charge points. Our Plugged-in Communities grant fund provides grant funding to community transport organisations allowing them to procure zero emission vehicles and associated infrastructure to support a wide range of essential community led activities.

The funding to support consumer incentives for 2023-2024 is fully allocated. Currently Transport Scotland officials are considering future levels of funding together with the terms and conditions that support these schemes, with the intention to re-open subject to final considerations. Improving diet and levels of healthy weight remains a public health priority for this Government. As part of a range of action to improve diet, and help create a food environment which better supports healthier choices, we remain committed to restricting promotions of food and drink high in fat, sugar or salt (HFSS) at the point of purchase - this is when people make their decisions about what and how much to buy and to consume, for themselves as well as for their families.

The consultation builds on previous public consultations and Ministerial engagement with business and health stakeholders, and is supported with a partial Business Regulatory Impact Assessment which has also been published today: http://www.gov.scot/ISBN/9781835219867 .

The consultation will run for 12 weeks, closing on 21 May 2024.

The findings of the School and college teacher consultation on the recommendations of the Independent Review of Qualifications and Assessment and National Discussion on Education were published at 9:30 on 27 February 2024.

The NHSScotland Scan For Safety Programme was established to provide rapid electronic traceability for high-risk implantable medical devices; linking patients to the medical devices used in their care, thus improving patient safety and fulfilling a key theme from the Independent Medicines and Medical Devices Review and a future regulatory requirement. In addition, the improved medical device data will provide a patient implant record and with appropriate safeguards provide an opportunity to improve our knowledge of real world medical device outcomes.

Implementation of NHS Scotland Scan for Safety has now been successfully completed in four specialties within two Health Boards and the Programme Team is currently engaging with the local Board teams to measure the benefits being realised in these Health Board areas. The benefits to be realised over time will cover areas such as patient safety, operational efficiency and clinical productivity. While the level of each benefit will depend on the Health Board implementing scanning technology across all affected specialties within a Board area, the Programme Team will work closely with each Board to ensure the identified benefits are maximised as much as possible between now and programme closure in March 2026.

Since the rollout of the National Inventory Management System (IMS)(a pre-cursor in supporting rollout of the Scan for Safety Programme), across all Health Boards in March 2023, data is now available across all Health Boards which suggests savings may be made regarding stock management in each Board area. This data will be validated with each Health Board as part of the Scan for Safety Programme implementation activity, due to be completed by March 2026. The level of savings (or avoidance) will vary in each Board. These benefits will be aggregated at a national level in due course and reported through to the National Programme Board as implementation progresses. Some benefits, such as the digital tracking of medical devices in the event of a recall, can only be realised and verified if a recall notice is received and this may not happen during the lifecycle of the programme.

Seven of the Scottish Government’s international offices held Burns Night celebrations; three events were held in co-ordination with the respective UK Government offices and representatives.

Institutions have been informed of the outcome of their applications for funding from the Scottish Educational Exchange Test and Learn project, with projects already underway.

In my statement to Parliament on 5 December 2023, I reiterated my commitment to streamline funding for colleges, universities and apprenticeships. As a first step, this means bringing together funding for student support into one place and funding for apprenticeships into one place.
