To ask the Scottish Government how it plans to engage with local communities, businesses, freight operators, ferry operators, elected representatives and other stakeholders in Dumfries and Galloway and South Ayrshire during the development of the Corridor Action Plans for the A75 and A77.

Engagement with stakeholders during development of the Corridor Action Plans will be an important part of the process. It is anticipated that a wide range of engagement techniques and formats will be used to ensure that all individuals and organisations are able to participate in the process. To ask the Scottish Government how many GP practices have reported operational difficulties following migration to the Vision 3 GP clinical system, broken down by (a) NHS Board area and (b) the nature of the issue reported.

Migrations began in 2022 and we do not hold information on service desk contacts for the full period of the migration programme.

We have provided data from 9 December 2025, when OneAdvanced took over support desk arrangements, to 23 August 2026 showing the number of calls logged to the service help desk broken down by Health Board area.

There were 2,658 issues logged with OneAdvanced .These ranged from routine requests, such as password resets, to more significant issues, including system slowness and disconnections, and include reports from long-term Vision users, new users and recently migrated practices.

The highest numbers of issues were recorded in NHS Lothian (580), NHS Grampian (483), NHS Lanarkshire (469), NHS Tayside (403), NHS Greater Glasgow and Clyde (372) and NHS Highland (196). Other NHS Boards reported NHS Forth Valley (70), NHS Dumfries and Galloway (59), NHS Orkney (10), NHS Borders (5), NHS Western Isles (4) and NHS Ayrshire and Arran (3) issues. No issues were recorded for NHS Fife, while Public Services Delivery Scotland recorded 2 issues.

To ask the Scottish Government how many issues have been logged with the OneAdvanced Vision Service Centre since the roll-out of the Vision 3 GP clinical system began, broken down by (a) category of issue and (b) NHS Board area.

The migration programme to the Vision 3 system on a hosted environment began in July 2022 .Following the administration of In Practice Systems Ltd (INPS) and subsequent asset purchase by OneAdvanced, migrations restarted in December 2025. To ask the Scottish Government how many GP practices have migrated to the Vision 3 GP clinical system, broken down by NHS Board area.

As of July 2026, 492 practices (around 55% of the total in Scotland) have successfully migrated. 91% (372 of 408) of practices using the previous version of Vision have migrated to the Cloud hosted version, and 25% (120 of 480) of practices previously using EMIS have migrated.

This is broken down by Boards as follows:

To ask the Scottish Government, further to the answer to question S7W-01758 by Angela Constance on 3 August 2026, what wider reform of access to healthcare the review of the Patient Travel Reimbursement Scheme guidance will form part of, and when it expects that work to conclude.

The Scottish Government has committed to a review of the Patient Travel Reimbursement Schemes guidance. However, as the scope, timing, and governance of the review have not yet been agreed and no start date has been confirmed, it is not currently possible to provide details of any wider reform programme that the review may inform or support, or when the work is expected to conclude.

The Scottish Government will provide further information on the review, including its remit and timescales, once these have been established.

To ask the Scottish Government whether any financial penalties, contractual remedies or performance improvement notices have been issued to OneAdvanced in relation to the performance of the Vision 3 GP clinical system and, if so, what these were.

No financial penalties, contractual remedies or performance improvement notices have been issued to OneAdvanced in relation to the performance of the Vision GP IT system.

There is a well-established Service Level regime, with associated Service Deductions set out in the Call Off Contract, managed through Public Service Delivery Scotland’s National Performance Review Group and Contract Management Board with the deployment programme overseen by the GP IT Service Management Board. Penalties are managed based on performance and against the Service Level Agreements (SLAs) as set out in the contract.

To ask the Scottish Government how many GP practices have been required to implement temporary reductions in clinical activity, appointment availability or service provision to facilitate migration to the Vision 3 GP clinical system.

The Scottish Government does not hold information on GP Practices implementing short term reductions in clinical activity, appointment availability or service provision. The Scottish Government has agreed with Public Service Delivery Scotland to increase the post migration support to help practices familiarise themselves with the new system and reduce any short-term disruption.

Post migration support arrangements include:

Enhanced post-go-live support.

Dedicated supplier follow-up arrangements.

Additional onsite training.

Access to training environments.

Vision awareness sessions and webinars.

Additional workshops for Health Board and practice staff.

As part of an ongoing lessons learned exercise, several additions have already been implemented following escalation to OneAdvanced. A dedicated follow up, post migration Service Desk team, now contact the practice to ensure anything that is outstanding is rectified within an agreed timescale.

To ask the Scottish Government what key performance indicators and service level measures are used to assess the performance of the Vision 3 GP clinical system, and whether it will publish the most recent performance results for each of these indicators and measures.

In March 2022, Vision successfully met all Tranche 1 accreditation requirements. Functional and non-functional testing was undertaken covering security, hosting arrangements, clinical safety, support arrangements and training provision, with Health Board subject matter experts contributing to the assessment process.

Any identified performance and functionality issues remain under active review and management by Public Service Delivery Scotland and OneAdvanced, with action plans in place to address known concerns and improve user experience. There are no plans to publish these plans at present.

To ask the Scottish Government whether it has undertaken a formal user satisfaction survey of GPs, practice managers and other primary care staff who have migrated to the Vision 3 GP clinical system and, if so, whether it will publish the findings of this survey.

User feedback from GPs, practice managers and other primary care staff who have migrated to the new Vision system has been collected by Public Services Delivery Scotland through an ongoing lessons learned exercise. There is also continued engagement with stakeholders including GP representative groups including the Royal College of GPs and the Scottish GP Council.

As a result of feedback, several additional supports have already been implemented following escalation to OneAdvanced. Scottish Government and Public Service Delivery Scotland continue to engage with GP Practices and we have increased the level of post migration support available in response to feedback.
