Decisions about the rates for reimbursement of travel costs for family members who wish to visit The State Hospital are for The State Hospitals Board for Scotland. The current policy was implemented in 2021 and is due to be reviewed in 2024, however it can be refreshed prior to that.

The ‘Supporting Visitor Travel Policy and Protocol’ includes policy on the partial reimbursement of overnight visit costs.

The Scottish Government is committed to continuing its work on raising awareness of Lyme disease and ticks.

The public awareness sub-group, established following roundtable events in April and June 2021, includes a wide range of representatives, from organisations including Visit Scotland, the Lyme Resource Centre, and Ramblers Scotland. The group has met several times and has most recently developed key messages for the Community Pharmacy Public Health Messaging Poster Campaign which will run for a 4 week period from 30 May 2022.

In addition, the Scottish Government will continue to use its own platforms to highlight the need to be tick aware and to set out the signs and symptoms of possible infection.

The Group is considering further options for short- and long-term strategies to implement messaging around Lyme disease, including the use of appropriate signage for visitors to parks and other recreational areas, together with messaging for the wider public. All materials produced, or campaigns undertaken will be designed around the key messages of; identification, how to protect yourself, and safe removal of ticks, as well as signs and symptoms of possible Lyme disease infection and where to seek treatment.

Anyone, of any age, who displays signs or symptoms of breast cancer should report concerns to their GP. Should further investigation be required, which can include a lump in breast tissue, this would be referred through the symptomatic service, and not directed to the Scottish Breast Screening Programme. There are no plans to change this.

The UK National Screening Committee, an independent scientific body that advises all four UK nations on screening, currently recommends that women between the ages of 50 and 70 are invited for three yearly routine breast screening because there is clear evidence of benefit from screening women of that age group. The UK NSC does not recommend that women over 71 are invited for breast screening.

While programme capacity remains challenging due to COVID-19, there remains a pause on self-referrals for those over the age of 71 in order to allow appointments to be prioritised for the recommended screening population. However, in recognition of the anxiety that the pause on self-referrals is causing, work is underway with the National Screening Oversight and the Scottish Breast Screening Programme Board to explore ways to restart the self-referral route by Autumn 2022, in a way that does not unduly impact on screening of the eligible cohort, and with a number of factors being worked through.

We continue to emphasise that, regardless of their age, women should remain symptom aware and report any concerns to their GP immediately for these to be investigated and followed up as appropriate. The pause on the self-referral option has never altered this position.

The Scottish Government has no plans to introduce a moratorium on windfarm development.

To achieve a net zero, nature-positive Scotland, our planning system must be rebalanced so that climate change and nature recovery are the primary guiding principles for all our plans and all our decisions. Draft National Planning Framework 4 (NPF4) sets out new Universal Policies that should apply to all planning decisions to help us tackle the climate and nature crises and ensure Scotland adapts to thrive within the planet’s sustainable limits. It also includes green energy policies which support renewable energy development other than in National Parks and National Scenic Areas, subject to an assessment of their impacts on a case by case basis.

Our draft NPF4 was laid in the Scottish Parliament on 10 November, and at the same time published for consultation which closed on 31 March 2022. We are pleased with the very wide interest shown in NPF4 from across society, befitting a document of its importance to our future. The Scottish Government is now taking some time to carefully consider the broad range of views shared with us before finalising NPF4 for Scottish Parliament approval.

Additionally, the Onshore Wind Policy Statement consultation was launched on 28 October 2021, which includes our ambition that an additional 8-12 GW of onshore wind be installed by 2030, in line with the Climate Change Committees' recommendations. The consultation considered other key themes such as barriers to deployment, positive environmental impacts, community benefits and shared ownership, circular economy and supply chain opportunities. The consultation closed on 31 January 2022, and a full policy statement is expected to be published during later this year with consultation analysis also to be published in due course.

However, the Scottish Government recognises the need to strike a balance between maximising deployment to reach net-zero targets, while considering concerns over factors such as peatland, landscape impacts, local economy and tourism, and ‘capacity saturation’. Support for maximising onshore wind deployment does not come at any cost, and the planning system exists to ensure that development sites are optimised and offer net benefit wherever possible.

In 2016, agreement was reached between Scottish Ministers and COSLA on a new strategic funding plan for flood protection schemes. The agreement guarantees that until 2026 the level of flooding capital grant in the local government settlement is set at a minimum of £42 million per annum. 80% of the available £42 million is allocated to the prioritised flood schemes set out in the Flood Risk Management Strategies published by SEPA in 2015 .

The Programme for Government published in 2020 included a commitment to invest an extra £150 million in flood risk management over 5 years in addition to the £42 million per annum. Consideration is being given to how the additional £150m allocated to flooding will be allocated.

In 2021 COSLA recommended to Scottish Ministers that the flood protection schemes eligible for funding which are not yet “legally committed” are paused. Ministers accepted this recommendation and COSLA are currently undertaking a review of these projects to assess their status and viability. COSLA will present the review findings to Ministers in due course. This pause and review of schemes is one element of the work being taken forward to review the current funding and distribution arrangements for flood risk management.

A joint Scottish Government/COSLA Flood Risk Management Working Group has been set up and is considering funding arrangements for flood risk management actions going forward. It will put recommendations to the joint Scottish Government/COSLA officers’ Settlement Distribution Group with Ministers and Council Leaders’ subsequently being provided with advice later in 2022.

The local flood risk management plans, which are due to be published by December 2022, will provide more detail on how the actions set out in the flood risk management plans for 2022-2028 will be delivered including who will lead them and how the actions will be coordinated with other organisations. They will also provide further information on when the actions will take place and how they will be funded.

As with all infrastructure projects, it can take many years for flood schemes to progress from option appraisal to completion . Given the impacts on individuals, communities and the environment, it is right that flood protection schemes are carefully and thoroughly planned - and balance the interests of the whole community.
