To ask the Scottish Executive what the sources are of the £144.3 million funding pot to deliver next generation broadband.

The Scottish Government has committed funding up to £144.3 million until the financial year 2015-16, for the specific purpose of the accelerated roll-out of next generation broadband throughout Scotland.

This funding will help deliver the Scottish Government’s strategic national broadband infrastructure plan, and is made up from the following sources:

£50 million from the Next Generation Digital Fund, announced as part of the Spending Review of 2011;

up to £25.5 million from the current structural funds programming period, and

£68.8 million allocated to Scotland by the UK Government.

The Scottish Government is also currently exploring alternative financing models, such as revenue financing and profit sharing, as well as other potential funding sources, including local authorities and the newly proposed Connecting Europe Facility.

To ask the Scottish Executive how many doctors are licensed to prescribe heroin for the treatment of drug addiction.

The licensing of diamorphine for the treatment of addiction is provided for within the Misuse of Drugs Act 1971 (and subsequent amendment of June 2007). As this is reserved legislation it is the UK Government Home Office that provides a general licence to cover those doctors who have been approved by the UK Government Department of Health.

The Drugs Licensing and Compliance unit of the Home Office do not hold record centrally of licences issued by region or country.

As of April 2012 the power to issues licenses for the use of controlled substances for the treatment of addiction will be devolved to Scottish Ministers.
