To ask the Scottish Government how many homes have been retrofitted through the Social Housing Net Zero Heat Fund in each year since its creation, also broken down by local authority area.

The Social Housing Net Zero Heat fund has awarded grant for the retrofit of 11,662 homes since its creation in August 2020 and March 31st 2023. The breakdown across financial years and by local authority can be found in the following table:

To ask the Scottish Government whether adoptees records have been made available via the National Record of Scotland's ScotlandsPeople Centre, and what discussions it has had with adult adoptees regarding making records available via the National Record of Scotland's ScotlandsPeople Centre.

No adoption records have been made available via ScotlandsPeople Centre, nor the ScotlandsPeople website.

National Records of Scotland (NRS) continue to engage with relevant stakeholders to provide further reassurance following the removal of index entries to the Adopted Children Register from the ScotlandsPeople website. Relevant entries were removed as a precautionary measure while NRS reviews the way this information was made available.

To ask the Scottish Government when it plans to roll out the Winter Heating Payment to households in 2023-24.

As part of our ongoing joint programme for delivery, following the launch of the Winter Heating Payment, Scottish Government officials have been working with counterparts at the Department of Work and Pensions to develop a revised timeframe that will allow payments to be issued earlier in Winter 2023-24 and subsequent years. I will provide a more detailed update to the Social Justice and Social Security Committee on this work in due course.

To ask the Scottish Government what information it has on how many households in Scotland have received support through boiler replacement schemes in each year since 1999, broken down by local authority area.

The Scottish Government operated a boiler scrappage scheme from May 2010 to March 2013. Details of the number of boilers replaced through this and other historic schemes funded by the Scottish Government are published on the Energy Saving Trust website .

Since 2013 the Scottish Government has provided help with the cost of replacement heating systems as part of our wider energy efficiency schemes. These include Area Based Schemes launched in 2013 and Warmer Homes Scotland which replaced the previous Energy Assistance Scheme in September 2015.

The Home Energy Scotland Loan and Cashback scheme was launched in 2016. Since December 2022, the Scottish Government only provides support towards the costs of replacement heating systems with low or zero direct emissions through the new Home Energy Scotland Grant and Loan scheme.

To ask the Scottish Government what discussions it has had with further education institutions regarding saving the digital skills academy, CodeClan.

The Scottish Government and Scottish Enterprise worked intensively with CodeClan to explore every possible option to secure a sustainable future, including commissioning the support of private sector consultants and considering options involving other public sector entities. In this case, the financial liabilities carried by the business were substantial, making those options unviable.

Codebase, the operator of Scotland's Techscaler network, has acquired CodeClan’s training materials and other assets. The Scottish Government has agreed to provide financial support to Codebase for the explicit purpose of allowing students who have paid for courses to complete their studies.

To ask the Scottish Government whether it plans to introduce land value capture.

A proportion of land value uplift is already “captured” through national and local taxation. Additionally, existing planning mechanisms such as section 75 planning obligations can be used to secure contributions to, or provision of, infrastructure and affordable housing. Independent research published in July 2021 estimated that in 2019-20 alone, almost £0.5bn was agreed through planning obligations in Scotland – more than half of which was for affordable housing. The Planning (Scotland) Act 2019 contains powers for an infrastructure levy which would provide local authorities with a new mechanism, alongside planning obligations, for seeking financial contributions from developers. The Scottish Government remains committed to implementing the levy during this Parliament.
