To ask the Scottish Government what action it is taking to ensure that work to build the new Kelso High School begins as soon as possible.
Answer
Issues that are affecting certain infrastructure projects as a result of a change to European statistical accounts are being given top priority. The Scottish Government and Scottish Futures Trust are working to resolve these issues as quickly as possible.
I have already shared with Parliament information on the work that we are undertaking, and I commit to updating Parliament on the question in due course. I can confirm, however, that government resources are in place to support Kelso High School.

To ask the Scottish Government what analysis it has carried out regarding what impact any increase in UK contributions to the EU following the update to Eurostat guidance on national statistical accounts might have on Barnett consequentials and how many infrastructure projects this might subsequently affect.
Answer
The Barnett formula allocates to Scotland a population share of changes in funding for comparable spending programmes in England. Comparability is the extent to which services delivered by UK Government departments correspond to services delivered by the devolved administrations. Barnett only applies to expenditure classified within Departmental Expenditure Limits – over 80 per cent of Scotland's total budget. Barnett consequentials accrued to the Scottish Government are added to or, if comparable UK budgets have been reduced rather than increased, are deducted from the total available funding available to Scottish Ministers. It is then for Scottish Ministers to decide how all the resources available to them should be allocated.
EU contributions would qualify for a zero comparability factor and therefore any increased expenditure would not be affected by the operation of the Barnett formula.

To ask the Scottish Government what analysis it has carried out of the effect of closing community health services on acute services at central hospitals.
Answer
We have not carried out any specific research on this issue. However, through our work on the integration of adult health and social care, and the development of the Integrated Resource Framework:
http://www.isdscotland.org/Health-Topics/Health-and-Social-Community-Care/Publications/index.asp?ID=1353), we are aware that over half of all expenditure on over 65s during the financial year ending 31 March 2014, was within a hospital setting, 60% of which was on unplanned admissions.
This illustrates the need to ensure that a range of community health and social care services are available to meet local needs, and wherever possible avoid the need for unplanned admission to acute hospitals.
Health boards should plan for the range of health and social care needs of its population and ensure that the pathways of care put in place reflect the need for community and acute health services.
