To ask the Scottish Government what its policy is on pre-exposure prophylaxis (PrEP) and whether it will make it available on the NHS.
Answer
Pre-exposure prophylaxis (PrEP) for HIV involves HIV-negative people taking antiretroviral drugs to reduce the risk of acquiring HIV. The Scottish Medicines Consortium (SMC) provides advice to NHS boards in Scotland about newly licensed medicines and new formulations and indications of established products following submissions from pharmaceutical companies. The SMC will only consider new treatments within their licensed indication once they have been granted a marketing authorisation (licence). Manufacturers can seek a marketing authorisation for new drugs and indications from either the European Medicines Agency or Medicines and Healthcare Products Regulatory Agency. To date, no manufacturer has received a marketing authorisation and made a submission to the SMC. The Scottish Government will continue to monitor this situation and in the meantime, the sexual health and blood borne virus clinical leads network have established a short life working group to consider a range of issues associated with PrEP in the current context.

To ask the Scottish Government what resources it (a) has provided to establish the Scottish Fiscal Commission and (b) will make available on a continuing basis.
Answer
The Scottish Fiscal Commission has been allocated a budget of £0.970 million for 2016-17.
Proposed future resource allocations will be set out in the draft budget for the relevant year following agreement with the commission.

To ask the Scottish Government what fiscal and economic data it considers is required to accurately forecast (a) income tax and (b) onshore GDP.
Answer
A broad range of fiscal and economic data are required for forecasting income tax and GDP. This includes; the number of taxpayers, income levels, employment levels, hours worked, tax parameters, historic GDP growth rates and wider economic conditions in the UK and globally.

To ask the Scottish Government when it expects the Scottish Fiscal Commission to produce its first official forecast.
Answer
As set out at paragraph C.42 of Annex C to the agreement between the Scottish Government and the United Kingdom Government on the Scottish Government's fiscal framework (operation and governance of the Scottish Government's fiscal framework), the Scottish Fiscal Commission will be responsible for preparation of independent forecasts of Scottish Government tax receipts and Scottish onshore GDP for the financial year 2018-19 onwards.

To ask the Scottish Government what support it provides to health visitors for the delivery of community paediatric services in Midlothian.
Answer
Midlothian paediatric services are managed by Midlothian Health and Social Care Partnership and are entirely separate from the health visiting service. The paediatric service is led by a designated paediatrician who provides clinics in Midlothian. Pre-school children are referred to the community paediatric service from a variety of sources. Thereafter children’s needs are assessed and referral is made to the most appropriate professional. It is for NHS Lothian to plan and deliver services to meet the needs of their local population, taking account of available evidence and good practice guidance.
The Scottish Government refreshed the role of health visitors in Scotland in 2015. The primary role of a health visitor is to improve the health and wellbeing of children under five. We are also investing in an extra 500 health visitors to make sure NHS Scotland has the right levels of staff to meet the needs of children under five.
