To ask the Scottish Government when all care homes will have access to COVID-19 visitor testing.

The Scottish Government has rolled out rapid testing in care homes to support essential visits, supplying all adult care homes in Scotland with Lateral Flow Devices.

Currently all of mainland Scotland and the islands of Barra and Vatersay are in COVID protection Level 4 with Orkney, Shetland, the rest of the Western Isles and the more remote islands in Argyll and Bute and Highland in Level 3.

For areas in Level 4, only essential visits are now recommended to take place in care homes, alongside window and garden visits, if Directors of Public Health judge this to be safe.

Essential visits include circumstances where there is a concern that the resident’s health and wellbeing is changing for the worse, where visiting may help with communication difficulties, to ease significant personal stress or other pressing circumstances, such as a concern that the resident may be approaching end of life.

To ask the Scottish Government when it will confirm at what time on 11 December 2020 the Level 4 COVID-19 restrictions will end.

The First Minister confirmed in her statement to the Scottish Parliament of 8 December that the restrictions introduced under level 4 would be lifted at 6pm on 11 December, with one exception. Retail premises that have been closed under the restrictions will be permitted to reopen from 6am on Friday, in order to help stores and shopping centres better manage the flow of customers after the period of closure.

To ask the Scottish Government what evidence it considered when making the decision to close gym facilities in Level 4 areas.

Decisions on what sectors and activities to re-open on our route out of lockdown are guided by the principles set out in our Framework for Decision Making. Proposals are technically assessed using the best available evidence and analysis of their potential benefits and harms to health, the economy, and broader society to minimise overall harm and ensure transmission of the virus continues to be suppressed. This assessment process includes oversight of the assessed health risks in different settings by the Chief Medical Officer and input from the other Chief Clinicians as appropriate.
