To ask the Scottish Government how many responses it received to its recent consultation, Barclay Implementation, and when it expects to publish its analysis of them.
Answer
148 responses were submitted to the Scottish Government in respect of "Barclay Implementation: A consultation on non-domestic rates reform". Published responses (i.e. where respondents gave consent to their response being published) can be found on the Scottish Government Consultation Hub . A contract appointing an external contractor to undertake an analysis of all the responses received has now been awarded. It is anticipated that an analysis report will be published on the Scottish Government website prior to the introduction of the draft NDR (Scotland) Bill to the Scottish Parliament.

To ask the Scottish Government what action it is taking to reduce carbon emissions in South Lanarkshire.
Answer
The Scottish Government’s package of policies and proposals for reducing greenhouse gas emissions, across all areas of Scotland, is set out in its Climate Change Plan.
The most recent Official Statistics show that emissions of carbon dioxide from South Lanarkshire decreased by 35% between 2005 and 2016.

To ask the Scottish Government how much revenue raised by the business rates incentivisation scheme was retained by each local authority in 2017-18.
Answer
Local authorities' final 2017-18 audited non-domestic rates returns have only recently been received and are currently being validated. On completion of this validation exercise any additional non-domestic rates income raised and eligible to be retained by individual local authorities under the Business Rates Incentivisation Scheme, in respect of 2017-18, will be published.

To ask the Scottish Government what the membership is of the working group on defining sectarianism; on which dates the group met; when it expects the group to publish its report, and whether it will provide the dates of all its future meetings.
Answer
The independent Working Group on Defining Sectarianism in Scots Law was made up of Duncan Morrow (Chair); Alison Logan; Andrew Tickell; Margaret Lynch; Ian Galloway; and Michael Rosie. All were invited to participate in the group as individuals because of their expertise in working on tackling sectarianism or their knowledge of the law.
This was a short life working group which has now concluded. We will now consult on the group’s findings as part of the consultation on developing consolidated hate crime legislation which will be launched shortly. At the same time we will publish the group’s report along with the papers relating to their meetings.
No decisions on a legal definition of sectarianism will be taken until the consultation has been completed and the responses analysed. The consultation will be open to all, and I fully encouraging everyone with an interest to participate in it.

To ask the Scottish Government how many applications have been made for an interception warrant by, or on behalf of, the Chief Constable in each of the last five years; whether any of these relate to the work of the Football Coordination Unit for Scotland, and, if so, how many there were each year.
Answer
Prior to 27 June 2018, the Regulation of Investigatory Powers Act 2000 prevented figures relating to warrants issued under that Act from being published. This statutory position remains in place under the Investigatory Powers Act 2016. The Investigatory Powers Commissioner (who has replaced the Interception of Communications Commissioner) may publish figures. and these are provided in the Interception of Communication Commissioner's Annual Reports which can be found at ipco.org.uk .
