To ask the Scottish Government what discussions it has had with the UK Government regarding how many additional EU-related jobs HMRC plans to locate in Scotland by March 2019 if there is a no-deal Brexit.

To ask the Scottish Government what discussions it has had with the UK Government regarding the planned closure of the HMRC office in East Kilbride, and what information it has been given regarding how many HMRC staff will (a) remain in the town when phase one of the opening of the Glasgow Regional Centre is complete and (b) be employed in Glasgow when HMRC fully withdraws from East Kilbride in 2026.

The Scottish Government has had a number of communications with the UK Government regarding the planned programme of HMRC office closures, including the closure of the offices in East Kilbride. Ministers have expressed their concerns about the impact on jobs and the economy. When the programme was initially announced on 12 November 2015, the First Minister personally spoke to the second Permanent Secretary at HMRC to relay her grave concerns over job losses.

Based on the most recent information provided by HMRC, an estimated 2,700 full-time equivalent jobs will be located at the Glasgow Regional Centre. An estimated 1,358 full-time equivalent staff are currently based at the East Kilbride transitional site (Queensway House) and this will remain open until 2025-26, after which work will be transferred to the Glasgow site.

To ask the Scottish Government how it ensures that schools are able to distinguish between prejudice-based bullying and potential hate crimes.

Bullying of any form including prejudice-based bullying is entirely unacceptable and we need to be vigilant in challenging any racist and abusive behaviour in our schools.

The Scottish Government published updated anti-bullying guidance ‘Respect for All: The National Approach to Anti-bullying for Scotland’s Children and Young People’ in November 2017. The guidance is clear that certain bullying incidents can often be more serious and could be potential hate crimes. The guidance details that it is important for schools and local authorities to ensure that staff are aware of this distinction, and that schools and local authorities have an important role in ensuring that staff have access to high quality Career-Long Professional Learning.
