Chamber and committees

As stated in the Scottish Government's response to the report of the Working Group on Consumer and Competition Policy for Scotland (http://www.gov.scot/Resource/0049/00498180.pdf), we are working with stakeholders to consider the possible form and functions of a dedicated consumer protection body for Scotland.

The Scottish Government does use external staff to fill temporary vacancies. The suppliers are: - Pertemps; Brightwork; ASA Resourcing; Harvey Nash Group; Parity Professionals and Spring Technology.

b) The remit of the review is as follows:

Choice:

The review will examine what we mean by choice, informed choice and consent, what is realistic and practical in offering women choice in maternity services, and examine this for women in all care settings.

It will explore the women/families perspective on choice and what they think it means and what they want.

The review will also consider whether choice is provided equitably to all service users, including groups who do not engage well with mainstream services.

In the neonatal care setting, the review will examine the choices available to families involved with neonatal services, and how we support provision of those choices.

Safety:

The review will look at the processes in place to report, examine and learn from adverse events and incidents in maternity and neonatal care,

It will examine cultural and behavioural issues within the maternity and neonatal care setting that influence both safety and experience of care.

The review will also look at the issues faced by remote and rural maternity and neonatal units and consider how they can be addressed and supported.

Quality:

It will examine risk assessment protocols, referral pathways and models of maternity and neonatal care to ensure our services are designed to deliver the best care in the best place with the best outcomes, all of the time, recognising that this will require local, regional and national level solutions.

The review will look at the quality, quantity and efficiency of data collection and consider what is needed and how it is used to drive service improvement.

Workforce – the review will examine whether we have the right balance of skills in the care setting, and are using those skills efficiently and effectively, and have appropriate and available training to build a sustainable workforce.

The Review Group will provide a report to Ministers in summer 2016 which will record its findings, and make recommendations for implementation of the findings. The findings are expected to be published in late summer/ early autumn.

2) Figures are based on births to women who were usually resident in these areas.

3) Figures are based on the year of registration of the birth, and are recorded by financial year.

4) NRS does not collect information on home births, but records the institution in which the event took place. NRS are able to identify hospital births, and births which did not take place in an institution. The majority of these non-institution births will be home births, but some may have taken place in other locations, e.g. on route to hospital etc.

As at 4 July 2016 Skills Development Scotland has approved 39 applications for support through the enhanced Adopt an Apprentice initiative.

Both ministers and Scottish Government officials regularly meet with representatives of all health boards, including NHS Greater Glasgow and Clyde, to discuss matters of importance to local people.

Local delivery plans are developed and finalised through discussion between the NHS board, their non executive board, and the Scottish Government. Finalised local delivery plans are agreed and acknowledged in writing, on behalf of the Scottish Government, by senior officials from the health and social care directorates.

The Energy Jobs Taskforce has delivered three large Partnership Action for Continuing Employment events in 2015 offering redundancy support; Skills Development Scotland has advised that over 2,500 people attended the three events. A fourth pace employment support event took place at Robert Gordon University on 22 June 2016 and a further update will be available in due course.

The paper the member refers to was a leaked, draft internal discussion paper prepared for a private board seminar at the end of May 2016. Whilst I was not aware of the leaked paper until the member raised it on 23 June 2016, the same day NHS Greater Glasgow and Clyde shared a copy of the final local development plan paper it was taking to the board for discussion on 28 June 2016.
