The following table provides the number of suppliers and the number of SMEs who have supplied goods and services to core Scottish Government departments for Financial Years 2005-06 to 2016-17 based on data contained in the Scottish Procurement Information Hub. The Hub reports on spend by supplier and not by contract therefore cannot provide information relating to the number and total value of contracts as requested.

Data is provided for core Scottish Government departments only.

Data is taken from the Scottish Procurement Information Hub and is based on spend with core trade suppliers.

Core trade suppliers are suppliers with whom over £1,000 has been spent in a 12 month period, that have also been classed as a trading organisation or as a non-trade social care provider.

*Supplier size is based on number of employees where it is known.

**SMEs are defined as suppliers with less than 250 employees.

The ScotRail Franchise contract does not contain a commitment for ScotRail to routinely publish information on skip stopping.

However my officials at Transport Scotland will work with ScotRail to review the level of information that can be published.

ScotRail’s performance is reported by railway industry periods (13 periods in a year) therefore the information is contained below in this format,

Over the last year the number of ScotRail services subject to skip-stopping was 5,980 trains and this equates to 0.78 percent (part of period 10 falls in the 2018 calendar year).

The member will be aware that the independent review underway will propose steps for improvement, and aim to reduce the number of incidents of skip-stopping.

Benny Higgins is currently leading work to develop an Implementation Plan for a Scottish National Investment Bank. The Implementation Plan will provide recommendations on the scope and scale of the bank, as well as governance, capitalisation and state aid. The Plan will be published in late February.

Export financing is a matter currently reserved to the UK Government. However Scottish Development International work closely with UK Export Finance (UKEF) and the Enterprise Agencies and their partners to ensure that Scottish companies benefit fully from the financial products available.

The Scottish Government believes that more needs to be done to ensure that Scottish businesses get their fair share of opportunities. For example, the newly established Scottish Trade Board has specifically identified actions to be taken forward around export finance.

This is a matter for the Police Investigations and Review Commissioner. An Annual Report is laid before the Scottish Parliament under section 43(5) of the Police Public Order and Criminal Justice (Scotland) Act 2006.
