To ask the Scottish Executive what representations it will make to the Department for Culture, Media and Sport, whose responsibility covers official flag flying, to remove the rule that the department applies with regard to the flying of the Saltire and the Union flag when flown together that the Saltire must never be flown in a superior position to the Union flag.

The union flag is flown outside Scottish Government buildings on 18 dates a year by Royal Command. The Saltire flies outside Scottish Government buildings throughout the year.

The Scottish Government believes that the Saltire is Scotland''s national flag and all such matters should be the responsibility of the Scottish Parliament and Scottish Ministers.Such matters are currently the subject of a consultation exercise following the Government''s publication of the constitutional reform green paper The Governance of Britain, published on Tuesday 3 July 2007.

The flag-flying guidelines apply to the Scottish Government, its related agencies and associated departments. A copy is held in the Scottish Parliament Information Centre (Bib. number 43157).

Administrative andmanagement staff make an invaluable contribution to the operation of the healthservice, organising services in a way which provides equitable access to thehighest possible levels of sustainable quality care and ensuring that thepatient's journey through the system is made as smooth as possible, for examplethrough effective management of patient records and efficient scheduling ofappointments.

Administration

The boards’ spending onadministration costs are taken from note 6 of the published Annual Accountsfor each respective financial year.

The definition of administrationexpenditure has changed over the period due to changes in accounting guidanceand also in the configuration of the health service, particularly thedissolution of NHS trusts. Consequently the figures shown may not be entirelycomparable over these years.

Expenditure will include thecosts associated with the board's responsibilities for the planning andcommissioning of health care for its resident population (such as statutory reporting, strategic planning,commissioning of health care and financial projections), but not those costs associated with the provision ofhealth care and other non clinical services provided by the board.

This expenditure reports thehospital management and administrative costs which includes the followingsupport services:

Medical: HospitalMedical/Paramedical Administrative Support;

Nursing: Senior Nursing andHospital Administrative Support;

Medical Records;

General: Hospitaladministration, including senior management; and

Agency: Administrativeagency staff and agency services

The total budget for eachBoard is taken as their Revenue Resource Limit (RRL) which is reported in theirAnnual Accounts.

To ask the Scottish Executive what the social work expenditure on care of elderly people was in each of the last five years, broken down by local authority and expressed also per head of population.

Net expenditure figures areprovided from 2002-03 onwards. Expenditure figures prior to 2002-03 are notcomparable. The information requested is given in the following table:
