To ask the Scottish Government what consideration it has given to increasing the recommended foster care allowance in line with inflation for 2024-25.

The Scottish Government committed at the time the Scottish Recommended Allowance (SRA) was launched to, maintaining the 2023-24 levels of support for the allowances going forward, and to reviewing the funding implications for future years from 2024-25.

We are carefully considering what is affordable for 2024-25 given we have already invested an additional £16 million per year, and the financial challenges facing the whole of the public sector. We plan to make an announcement shortly following discussions with COSLA.

To ask the Scottish Government what consideration it has given to including a specified foster care allowance rate for young people in continuing care.

The Scottish Recommended Allowance (SRA) currently applies to placements of children in foster care and eligible kinship care. Continuing care rates are for each individual local authority to determine.

We are considering a range of issues that impact young people and their carers as young care experienced people prepare to move on from care into adulthood.

We will launch a public consultation in Summer 2024 which will ask for views on the support required to help young people as they move on from care. This will include questions on the improvements which can be made to the provision of Continuing Care.

To ask the Scottish Government what progress has been made regarding its commitment in the Stroke Improvement Plan 2023 to “support Scottish Ambulance Service in exploring the feasibility of using video call technology to more accurately diagnose hyperacute stroke”.

The Scottish Government has provided the Scottish Ambulance Service (SAS) with £38,713 to fund project work in support of this Stroke Improvement Plan commitment. This funding will support a project aiming to assess the feasibility and acceptability of video assisted assessment of patients with hyperacute stroke in Scotland. This will involve an appropriately trained clinician holding a live video call with the patient during the time that the ambulance is travelling to the patient. SAS aim to interview for staff to support the project in late May. The project start date is currently June 2024 and the project work is scheduled to conclude by December 2024.

To ask the Scottish Government when the 2023-24 Scottish Recommended Allowance for foster and kinship carers will be passed on to children living with foster carers from independent fostering providers.

The Scottish Recommended Allowance (SRA) is a standard national allowance for all eligible foster and kinship carers in Scotland to support them in caring for the children and young people they look after. Its implementation is an agreement between the Scottish Government and COSLA to ensure equity of payment by local authorities across Scotland.

The placements of children by local authorities with external agencies, such as independent fostering providers, is a contracted agreement between the local authority and agency and, therefore, discussions on the implementation of the SRA would be held in this context. However, responsibility for payment of the allowance to foster carers ultimately sits with the independent fostering providers, not the local authority.

The Scottish Government has committed to commencing a review, later this year, of the implementation of the SRA to assess what is working well and areas for improvement. As part of this review, the Scottish Government will consider how the SRA is being experienced by all foster carers, including those with independent fostering providers.

To ask the Scottish Government what analysis it has conducted of the impact of its reformed dental payments system, introduced on 1 November 2023, in the Mid Scotland and Fife region.
