As reported on 21 January 2022, Historic Environment Scotland introduced new measures to manage the impact of climate change on Scotland's national heritage sites. Whilst I can confirm that inspections and analysis of some affected sites continue, let me assure you that no properties are being left without care. Historic Environment Scotland is considering all options available to best protect the 336 nationally significant properties in care, and is continuing the vital conservation and protection work which it is internationally recognised for, especially as we seek to build resilience into the heritage sector’s recovery from the pandemic.

It is important however that we recognise that climate change effects have been accelerating, and the increased rainfall and variations in temperature have continuing impacts on both Scotland's natural and built heritage. I will continue discussing future potential approaches with Historic Environment Scotland as we continue our work to make our heritage safe, and accessible to all, so we can better understand our past, to best inform our future.

The Scottish Government is taking a range of immediate steps to help Ukrainian families fleeing conflict, through financial humanitarian aid and medical equipment. We have committed £4 million in humanitarian aid through aid agencies to help provide basic humanitarian assistance, including in health, water and sanitation, and shelter for those fleeing Ukraine; this includes £2 million to the DEC Appeal for Ukraine. We are also working with the Ukrainian Government to provide medical supplies from stocks we hold, worth around £2.9 million, and are coordinating with other UK nations to ensure that these supplies get to where they are needed as quickly as possible; a total of three donations of medical equipment, valued at approximately £1.6 million has shipped to date.

The UK Government’s current proposals are insufficient, and the Scottish Government continues to call on the UK Government to develop a comprehensive resettlement programme and to fully waive visa requirements for Ukrainian nationals so those who have been displaced can be offered immediate refuge.

Scotland has a proud history of welcoming refugees and people seeking asylum. The Scottish Government and Scotland’s local authorities stand ready to welcome and support people with the safety and security they need to rebuild their lives.

While the Scottish Government's £1 million per year Humanitarian Emergency Fund is fully committed for 2021-22, we have made an additional £4 million in humanitarian funding available to support the people of Ukraine.

As part of this £4 million commitment, we have awarded £2 million to the Disasters Emergency Committee Ukraine Humanitarian Appeal. We have also awarded £500,000 each to both the British Red Cross and SCIAF for their respective Ukraine appeals.

We have also provided £1 million to UNICEF's appeal to help children and families affected by the conflict.

Work on the Global Affairs Framework is continuing and the Framework will be published in due course.

As a trustee the Council holds and administers common good property for the benefit of the local community. Accordingly, they must make decisions for the benefit of the community. As locally elected representatives, Councillors are well placed to make these decisions in the interests of the local community.

The Scottish Government does not hold information on the number of reported incidents that may be homophobic in nature. Data is available on the number of police recorded hate crimes that include an aggravation for sexual orientation, the vast majority of which were found to be for prejudice towards the gay and lesbian community in 2018-19.

The Scottish Government published a study on the characteristics of police recorded Hate Crime in February 2021. This includes details on the characteristics of these cases, based on a random sample of police recorded crimes. The following table shows the number of sexual orientation aggravated hate crimes recorded by Police Scotland for (a) South Ayrshire, (b) East Ayrshire and (c) Scotland (for reference) from 2015-16 to 2019-20. The number of hate crimes with a sexual orientation aggravation presented below is higher than the figures provided in the aforementioned study. This is because the table also includes hate crimes that have multiple aggravations (one of which is sexual orientation).

The study also looked in more detail at the prejudice shown by perpetrators. In the vast majority (94%) of sexual orientation aggravated hate crimes in 2018-19 the perpetrator showed prejudice towards the gay and lesbian community. In over two-thirds (69%) of crimes the words used or actions taken by the perpetrator showed a prejudice towards the gay community, with a further quarter (25%) showing prejudice towards the lesbian community. In 2018-19, the study showed that 39% of sexual orientation aggravated hate crimes had a Police Officer as a victim. Due to the sampling design, it is not possible to provide this information at a local authority level.

A second study into the characteristics of police recorded hate crime is due to be published this year. This will provide a similar type of detailed disaggregated data and information on police recorded hate crimes for the year 2020-21.

The following table shows how many school-aged children are in each local authority (as at September 2020) and how many devices have been distributed by councils using the £25m digital inclusion funding made available by Scottish Government in 2020-21.

Local authorities across Scotland have a range of approaches to provision of technology in schools, including some councils who have undertaken to provide cohorts of their school population with devices using their own budgets. We do not hold information centrally on those approaches, therefore, the following table only shows devices distributed through the funding made available by Scottish Government in 2020-21.

The Scottish Government are committed to providing a device for every school aged child by the end of this Parliament.

In this government’s first 100 days, we established six pilot schemes to provide free bikes for school age children who cannot afford one. A further four pilots were then established by the end of 2021. These pilots will run for up to 12 months, testing different approaches and delivery models to help inform a national rollout. There are currently 12 local authorities, including East Ayrshire and South Ayrshire which are not covered by a pilot.
