The OECD report “Scotland’s Curriculum for Excellence: Into the Future” commissioned by Scottish Government and published in 2021 commented that “significant efforts have been made to engage stakeholders throughout CfE’s lifecycle, which have contributed to successes with CfE.” (OECD Report, (p90) and also reported strong public confidence and interest in education (104).

The report by Professor Kenneth Muir “Putting Learners at the Centre” (published March 2022) conducted public consultation across a range of questions. That report commented that “just over half (58%) of the respondents agreed or strongly agreed that the existing vision for CfE reflected what matters for the education of children and young people in Scotland” (“Muir Report, p17). However, the Muir report (at pages 17 – 19 in the report) also identified a number of points that respondents to that consultation thought should be changed in order to further improve overall confidence in CfE.

The further National Discussion report (All Learners in Scotland Matter - national discussion on education: final report – May 2023) commented that based on its engagement with a range of people and organisations there was “general support for CfE” (p59 National Discussion Report) but also pointed to a range of comments on how to improve the curriculum.

It is important for the curriculum to retain strong confidence and support from pupils, parents, teachers/practitioners and the wider public. As the Member will be aware, the curriculum is currently being reviewed through the Curriculum Improvement Cycle to ensure that our 3-18 curriculum remains relevant, clarify the role of knowledge, declutter the curriculum and help to improve progression. It is important that our pupils understand the democratic process in Scotland, the UK and further afield. Local authorities have a role in ensuring that teachers in their schools can engage confidently with election issues and that balance and impartiality are respected.

Teachers are well versed in teaching sensitive topics in a non-partisan way and should use their professional judgement in doing so, in line with GTCS standards of personal and professional conduct, honesty and integrity.

The Scottish Government remains committed to ensuring that Scotland’s prison estate is safe, secure, and fit for purpose. In 2025-26, the Scottish Prison Service (SPS) was allocated £355m of capital funding to enable them to progress the major projects HMP Highland and HMP Glasgow, as well as wider estate maintenance.

HMP Highland, which will replace HMP Inverness, is expected to be completed in 2026. HMP Glasgow, which will replace HMP Barlinnie, is expected to be completed by 2028. The wider maintenance programme encompasses a range of activities aimed at ensuring the continued safety, functionality, and efficiency of the physical estate, including asset replacement, building fabric maintenance, surveys and condition assessments and compliance and safety works, with varying time-scales for delivery.

Future capital funding for the Scottish Prison Service is being considered as part of the annual budget process and the Scottish Spending Review, due to be published alongside the 2026-27 Scottish Budget.

In 2023 the Scottish Government commissioned a Scottish Expert Advisory Group (SEAG) to inform implementation considerations for a targeted Lung Cancer screening programme.

The SEAG provided the Scottish Government with an evaluation of costs and set out detailed considerations around the scale of workforce, equipment and IT requirements. It acknowledged that UK-wide challenges securing both staff and equipment are potentially rate limiting factors, and these in part contribute to the overall time frame for rolling out a full programme. This reflects the experience of England, which has been piloting lung checks since 2019, but still anticipates national coverage will not be achieved until 2030.

The planned 2027 pilot will support a real world understanding of constraints and limitations, and will inform long term planning for national implementation. The recruitment and deployment of police officers is a matter for the Chief Constable. Police Scotland keeps retirement rates under review to ensure that new officer recruitment intakes are underpinned by workforce planning data. Since the beginning of 2024 Police Scotland has welcomed around 1,500 new officers, to ensure sustainability of the workforce.

The Chief Constable has made it clear that frontline strength goes beyond an overall officer headcount. Police Scotland’s Three-year Business Plan 2024-2027 sets out an ambitious programme of workforce modernisation, reducing back-office duplication.

The Scottish Government has increased police funding year-on-year since 2016-17, investing more than £14.6 billion since the creation of Police Scotland in 2013, with £1.64 billion being invested this year. Scottish Government funding in 2024-25 enabled Police Scotland to undertake the highest level of recruitment since its inception and Scotland continues to have more police officers per capita than England and Wales.

As I sent out in response to question S6W-39931 on 1 September 2025, the recruitment and deployment of officers is a matter for the Chief Constable. The Scottish Government does not hold this information.

Our investment in policing has enabled Police Scotland to take on more recruits in 2024-25 than at any time since 2013, with further intakes planned throughout 2025. Police Scotland has stated that it has a healthy recruitment pipeline.

As the recruitment and deployment of officers is a matter for the Chief Constable, the Scottish Government does not hold this information.

Police Scotland has confirmed that its recruitment planning takes into account the position 12-18 months ahead to inform the probationer intake process. This process is designed to be agile and depends on the actual number of leavers, which are projected in advance and thereafter managed in accordance with confirmation of numbers. During the current financial year, Police Scotland has set out its intention to recruit around 780 new officers.

It is unclear where the figure for the reported loss of 12,000 homes from the landlord register since May 2023 has come from. The most recently published figures show an increase in registered properties of almost 8,000 from May 2023 to July 2025.

According to official published statistics derived from the Scottish Landlord Register, in May 2023 there were 238,787 registered landlords and 341,417 registered properties. By July 2025, the most recent data available, this had fallen to 232,922 landlords, while the number of registered properties had increased to 349,313:

This represents a reduction of 5,865 landlords over the period. Importantly, while landlord numbers have declined slightly, the number of registered properties has risen by almost 8,000 homes.

While these changes may point to some landlords choosing to leave the sector, the evidence suggests that their properties are remaining in the sector, or new properties are being offered for rent.

It should be noted that there are some limitations to the administrative data from the landlord register, including the time-lag in landlords deregistering properties that are no longer available to rent. These statistics should therefore be treated with some caution.

The establishment of the National Social Work Agency is underway. It will be an Executive Agency of the Scottish Government and will be established by Spring 2026. The Agency will be created from within existing budgets and will not add any additional cost to the public purse. Future budgets will be subject to annual budget process.

The fiscal regime for offshore oil and gas is reserved to the UK Government.

We have continued to call on UK Government to listen carefully to concerns being expressed by businesses around the impacts of its Energy Profits Levy, this was repeated by the Deputy First Minister at Offshore Europe on 2 September.

We are now awaiting the UK Government’s consultation response, which must clearly set out how a stable and long-term fiscal regime will be used to deliver business and investor certainty for the North Sea. The EPL was always supposed to be a temporary measure and we must see the earliest possible end date, as it is now affecting investment and jobs in the North East.

Scottish Government Ministers and officials engage with UK Government, including HMT Treasury counterparts and a wide range of stakeholders when considering all of these issues and will continue to do so.
