The Scottish Government currently provides a substantial, free advice and support offering to Scottish SMEs to understand how to become more energy and to take action to implement renewable heating measures, through its Energy Efficiency Business Support Service. Scottish SMEs benefit from a variety of support packages including online tools, onsite visits, bespoke energy audits, webinars, information events and advice on funding.

The Energy Efficiency Business Support (EEBS) service is responsible for signposting businesses to the SME loan and cashback scheme, administered by Energy Saving Trust on behalf of the Scottish Government, and for producing the bespoke assessment reports that are a prerequisite for an application to these schemes. The SME Loan and Cashback scheme provides interest free loans from £1,000 up to £100,000 to small and medium sized Scotland based businesses. Furthermore, SMEs can apply for a 75% cashback grant of up to £10,000 towards the costs of a renewables heating system and a further 30% cashback grant up to £10,000 for energy efficiency measures.

The Scottish Government provides a range of centrally funded procurement best practice tools that are continually updated to reflect changes in legislation (such as VAT), introduction of new policy outcomes (such as Climate Change, Fair Work, Innovation and Prompt Payment) and improvements across procurement processes and procedures (such as Contract and Supplier management). Both the Procurement Journey and the Supplier Journey have been refreshed after wide consultation with public sector buyers and suppliers and are extensively used, not only by public sector buyers and suppliers across Scotland, but across the rest of the UK and internationally. The Procurement and Commercial Improvement Plan (PCIP), which assesses public sector bodies procurement capability and capacity, has been through an extensive review phase, with public sector buyers, to ensure that it includes enhanced support and guidance that promotes best practice procurement standards.

We have been proactive in our approach to minimising carbon emissions associated with the City Region and Growth Deals programme, taking expert advice from industry on the latest national and international best practice. We have now rolled out our innovative carbon management guidance across all 12 Deals. This is an ongoing and proactive carbon management process, facilitated by our dedicated Deals Sustainable Development Manager. Support and training is being provided to all regional partners to ensure the guidance is correctly applied, and that carbon emissions are minimised in accordance with best practice.

Scotland House London is clearly not an overseas office, but is a hub in a crucial city for Scotland. The facility provides a platform to develop trade and investment links, strengthen government to government relations and facilitate collaboration on economic, academic and innovation projects. Through Scotland House we are enhancing the range and depth of engagement with international partners across areas of shared ambition and common challenge, in order to inform and support the delivery of the Scottish Government policy agenda. Scotland House London is a unique collaboration between the Scottish Government, Scottish Enterprise (including Scottish Development International), VisitScotland and Highlands and Islands Enterprise.

As was announced in the programme for government, this year we will open a Scottish Government office in Copenhagen to increase Scotland’s economic and cultural visibility in the Nordic region. During this parliamentary session, we will also open an office in Warsaw, as part of our continued commitment to enhancing our external reach and voice.

The budget allocation for Copenhagen in 2022-23 is £598,000 this includes salary costings, upkeep, day-today running and hospitality costs. We anticipate that the Warsaw office will be similar in budget to existing Scottish Government overseas offices.

The focus of the Scottish City Region and Growth Deals carbon management guidance is the minimisation of greenhouse gas emissions, in support of Scotland’s national target to reach net zero by 2045. The guidance is already fully aligned with the Environmental Impact Assessment process, which also addresses adaptation and ensures resilience to the locked in impacts of climate change. This enables the guidance to be used in conjunction with other sources of information (e.g. projections of future changes in climate) to undertake climate change impact assessments in accordance with relevant planning requirements and building standards.

Looking ahead, we don’t yet know all the products or technologies that will be needed to achieve our climate change targets. However, we are clear that we want a Just Transition, where Scottish-based businesses, their wider supply chains and our local communities understand and benefit from the deliberate shift needed. We want SMEs to be at the heart of this transition, making green products for both the domestic and export markets.

To help facilitate this, the Scottish Government has committed over £2 billion of capital funding over the next parliament to deliver low carbon and natural infrastructure. This includes a number of funds supporting businesses in both making the transition to net zero, as well as supporting them to innovate and improve their green products and services and related research and development. We are already ensuring Scottish SME’s are instrumental in the Scottish Business base. In 2019-2020 the total Scottish public body procurement spend with SMEs was £5.4 billion. This amounts to 46.2% of all spend. 58 pence in every pound spent with suppliers in Scotland in 2019 to 2020 went to an SME.

Looking to the future, the recent ScotWind announcement is one example of ensuring the future investment in our supply chains, that will provide a scale of opportunity for Scotland that will be transformational.

The mental health and wellbeing of children and young people is an absolute priority for the Scottish Government.

Education authorities and schools have a wide range of approaches in place to support pupils’ mental health and wellbeing.

Our refreshed Scottish Attainment Challenge, backed by record investment of £1bn in this Parliament, empowers schools and local authorities to drive education recovery and accelerate progress in tackling the poverty-related attainment gap.

We continue to support our local authority partners with £16 million in funding to ensure that every secondary school has access to counselling services.

The Mental Health in Schools Working Group, established in 2019, has overseen the development of a professional learning resource for school staff, published in June, and guidance to support whole school approaches to mental health, published in August. These resources help school staff respond to the range of mental health and wellbeing concerns that young people may experience.

The Scottish Government also published the Mind yer time and Aye Feel resources which provide sources of support and information for children and young people.

The Scottish Government is committed to improving Mental Health services and the Programme for Government commits to ensuring that by the end of this Parliament, a minimum 10% of frontline NHS spend goes towards mental health, with at least 1% going towards child and adolescent mental health services.

We also remain committed to meet the standard that 90% of children and young people begin treatment within 18 weeks of referral. We have allocated nearly £40m additional funding in 2021-22 to NHS Boards to improve CAMHS from our £120m Recovery and Renewal fund. £4.25m of that allocation is directly focussed on offering treatment to those already on CAMHS waiting lists, with a view to clearing all backlogs by March 2023.

We are closely monitoring those NHS Boards with significant performance challenges and supporting the continuous development of their detailed local improvement plans. The creation of these plans is further supported with direct enhanced support from subject matter experts and the sharing of best practice. This support is centred around and supported by the implementation of the CAMHS national service specification which outlines the expectations of the quality of care that families can expect.

NHS Boards who are receiving this enhanced support have provided trajectories to meet the 90% waiting times standard and we are using these to monitor and drive improvements within CAMHS.
