The Scottish Government does not recommend a GP-patient ratio. It is for Health Boards and GP practices to determine appropriate staffing levels.

There are more GPs per 100,000 population in Scotland than the rest of the UK, with 95 for every 100,000 people (Sep-21), compared with 78 in England (Sep-21), 76 in Wales (Sep-21) and 74 in Northern Ireland (Mar-21).

We fully recognise the importance the Farm Advisory Service (FAS) provides for farmers, land managers and crofters to help them ensure their businesses are ready to meet the challenges of the future. That is why we are currently in the process of finalising a new FAS contract effective from April 2022 that will provide continuity of the service that will connect the sector to expert consultants with the goal of keeping the industry up to date with current issues with nearly all the available support and advice entirely free to the consumer.  

And we will be working with the relevant industry and organisations as we look to develop future agriculture policy to help shape the future longer term evolution of the service to ensure it keeps pace with key challenges to support farmers, land managers and crofters to deliver high quality food production, climate mitigation and adaptation, and nature restoration.

The Individual Training Accounts (ITAs) replaced the Individual Learning Accounts (ILAs) and were launched in October 2017. Since their launch in 2017 the following numbers of individuals have received funding and training through the scheme:

There is public guidance available – the Eatwell Guide – to help people make healthier food and drink choices and which is supported by Food Standards Scotland (FSS). The Eatwell Guide has been assessed by the Carbon Trust as having an appreciably lower environmental impact than the current UK diet. To expand the value of the Eatwell Guide, FSS have recently published Eat Well, Your Way , an online resource which translates Eatwell Guide advice into practical tips and advice. The resource highlights dietary changes which can impact sustainability and FSS plan to further embed sustainability in the resource in the coming year.

We recognise that the public have an interest not only in where their food comes from, but how it is made and whether it is produced in an environmentally sustainable way. For this reason, we currently working with members of the Scotland Food & Drink Partnership to carry out initial scoping work on a single marketing brand for Scottish food and drink produce, Sustainably Scottish. This brand would be available to Scottish based producers, manufacturers and suppliers who can satisfy stringent criteria on provenance and low carbon operations.

We have set up an Agriculture Reform Implementation Oversight Board to work with farmers and crofters as we develop future policy and to support them to produce food in a way that benefits nature and the climate. To support that vision we have set up a National Test Programme, supported by £51m of Scottish Government funding, to transform how we support farming and food production in Scotland to become a global leader in sustainable and regenerative agriculture.

This range of initiatives, and others, contribute to Scotland being a Good Food Nation. The Good Food Nation Bill will provide an over-arching framework for clear, consistent and coherent future Scottish food policy and will put in place measures to ensure that reliable access to nutritious, locally sourced, locally produced, good quality food is a practical everyday reality for everyone in Scotland.

Local authorities are independent corporate bodies with their own powers and responsibilities and are entirely separate from the Scottish Government. As long as they act lawfully, it is up to each local authority how it manages its day-to-day business and decision making processes. The Scottish Government’s policy towards local authorities’ spending is to allow local authorities the financial freedom to operate independently.

New regulations, which came into force on 9 November 2020, require Scottish public bodies from November 2022 to report on how they will align spending plans and use of resources to contribute to delivering their emissions reduction targets.

It is the responsibility of individual local authorities to manage their own budgets and to allocate the total financial resources available to them on the basis of local needs and priorities, having first fulfilled their statutory obligations and the jointly agreed set of national and local priorities.

One way in which we are supporting local authorities is through our Green Growth Accelerator programme which will help local authorities reduce the risk of investment in low carbon infrastructure, by providing agreed resource funding based on project outcomes, as well as access to Scottish Government and Scottish Futures Trust advice and support at the development stage of projects.

Scottish Ministers are supported by clinical advisors including the Chief and Deputy Medical Officers, National Clinical Director, and Senior Clinical Advisors.

The Scottish Government draws on scientific advice from a number of sources including the Scientific Advisory Group for Emergencies (SAGE). The Chief Medical Officer, Deputy Chief Medical Officer, Chief Scientific Adviser and the Chief Scientist (Health) have SAGE participant status.

The Scottish Government also receives advice from the Scottish Government COVID-19 Advisory Group, chaired by Professor Andrew Morris, which applies the advice coming to the four nations from SAGE and other appropriate sources of evidence and information and uses it to inform decisions in Scotland during the pandemic.

Scottish Government Ministers have not met the Independent SAGE group.

Scottish Ministers have met with the Scotch Whisky Association four times since June 2021. On occasion, Scotch Whisky Association staff also attend meetings such as the Scottish Government’s Ministerial Trade Board, where various industry stakeholders and the Minister for Business, Trade, Tourism & Enterprise is also in attendance. Discussions between Scottish Government officials and the Scotch Whisky Association take place regularly.

The Scottish Government published new guidance, Public Sector Leadership on the Global Climate Emergency , on 29 October, to provide advice for public bodies on robust, consistent and comprehensive carbon management.

The guidance says it is vital that public bodies understand the carbon impacts of their decisions and therefore embed carbon into decision-making processes. The guidance says that any investment should consider the whole life impact with regards to climate change to ensure that truly sustainable options are selected. The guidance defines whole life costing as referring to the total cost of ownership over the life of an asset and that typical areas of expenditure which are included in calculating the whole-life cost include planning, design, construction and acquisition, operations, maintenance, depreciation and cost of finance and disposal. The guidance also says that budget holders must understand and actively support a strong focus on climate considerations within procurements and that additional focus must be placed upon whole life costing.

The Climate Change (Duties of Public Bodies: Reporting Requirements) (Scotland) Amendment Order 2020 requires that, from this year, public bodies must report how they will align their spending plans and use of resources to contribute to reducing emissions and delivering emissions reduction targets.
