Following the introduction of a new HR system, data on the number of civil servants dismissed due to poor performance is only available from 2008. Data available prior to this does not specify the reasons for dismissal.

The number of civil servants dismissed due to poor performance since 2008 is provided in the following table:

Bursaries for independent schools are a matter for the proprietors of each institution, as each independent school is a private company. It is for the school itself to administer and provide bursaries for pupils to attend their establishment.

We continue to engage with the UK Government on this matter. My officials have been assured by the UK Government that their mailbox for school enquiries remains open. We have provided this to all Scottish independent schools, should they wish to contact them.

Where Ministers have agreed that an appointee should be remunerated, the Daily Fee Framework for Chairs, Board Members and Public Appointments must be used to determine the appropriate Daily Fee. The framework does not mandate that a fee be paid.

It is open to the Sponsor Team to decide whether a payment need be made. Remuneration may be proposed where it is particularly important to have representation from as wide and diverse a range of candidates as possible, or where there is specific need for appointees to be drawn from otherwise under-represented groups.

Any remuneration payable is not intended to meet the market rate that could be commanded by the individuals concerned.

The relevant Scottish Government approval must be obtained prior to implementing any daily fee and prior to advertising, negotiating a remuneration package or confirmation of appointment.

I have asked Teresa Medhurst, Chief Executive of the Scottish Prison Service (SPS), to respond. Her response is as follows:

Aviation and airspace remains a reserved matter for the UK government, however I am aware that Officials in Scottish Government are engaging with the Ministry for Justice on no fly-zone regulations across prisons and considerations are ongoing about extending them to Scotland.

SPS are continuing to implement both physical and targeted reactive measures that will negate the threat presented by drones as well as collaborating with Police Scotland, His Majesty’s Prison Service, Northern Ireland Prison Service and Irish Prison Service, to adopt a multi-nation approach to share best practice and response tactics in response to the threat presented by drone activity in and around our prisons.

We welcome the Scottish Fiscal Commission’s analysis and recognise the impact that changes in Scotland’s population health and demographics could have on fiscal sustainability, and we are taking steps to mitigate this.

The Scottish Government’s decision-making for the flu vaccination programme continues to be guided by the expert clinical advice of the Joint Committee on Vaccination and Immunisation (JCVI). The JCVI currently advises flu vaccination for those aged 65 and over, as well as at-risk groups. As such, we are not considering expanding the flu programme to the healthy 50-64 year old age group for winter 2025.

Scotland expanded its flu programme to those aged 55 and over in 2021, and then those aged 50 and over in 2022 and 2023, as part of our response to the COVID-19 pandemic, in order to reduce pressure on the NHS in unprecedented times.

In winter 2024, as we moved beyond the COVID-19 pandemic, we reverted to the standard JCVI-advised groups, and healthy individuals aged 50-64 were no longer included. Those aged 50-64 who have certain underlying medical conditions remain eligible by virtue of their clinical risk status.

Growing the economy is at heart of the Scottish Government's agenda. The First Minister has announced that the next Programme for Government will be published on Tuesday 6 May. It will be focused on targeted initiatives to boost Scotland’s economic prospects, now and for the long term – in particular sustainable and renewable energy resources – to draw in new investment and create rewarding and well-paid jobs.

The Scottish Government recognises that global economic conditions are creating a challenges economic environment for Scotland’s businesses. In addition, the Scottish Government has consistently called on the UK Government to reverse in full its decision to increase employer national insurance contributions from April 2025.

Recognising the challenges faced by the hospitality sector, in 2025-26 the Scottish Government is offering 40% relief for hospitality premises liable for the Basic Property Rate, with 100% relief for premises located on islands as defined by the Islands (Scotland) Act 2018 to tackle the specific pressures they face. A number of measures in the Budget will also benefit properties in the retail and leisure sectors including freezing the Basic Property Rate and the most generous small business rates relief in the UK.

The Budget provides capital investment in offshore wind, almost tripling the current support to £150 million and investment of £100 million will continue to rollout of the digital connectivity programmes across Scotland. Investment of over £2 billion in Scotland’s colleges, universities and skills system recognises their contribution to driving economic growth and to help ensure businesses have access to a skilled workforce.

Ministers met with stakeholders from the agricultural, food and drink, research and eNGO sectors on 27 March to discuss their views on the use of gene edited crops and products in Scotland. Stakeholders were invited to give their views on the potential impact of gene editing on crop yields, food security and future sustainability of production in response to changing climate and pest and pathogen pressure. Stakeholders also shared their views on how regulatory regimes for gene editing in other jurisdictions might affect, or are already affecting, their sectors, including potential operational and reputational impacts arising from differences in approach. Ministers are taking into account this evidence from stakeholders, alongside developments in the EU, as they consider the Scottish Government’s position.
