The Scottish Government regularly engages with stakeholders including Social Work Scotland, COSLA, the Community Justice Voluntary Sector Forum and Community Justice Scotland, to discuss a range of matters arising in the delivery of justice services. With regard to specific interventions, however, community justice is primarily based on a local model, with local areas providing or commissioning services according to local need, and working in collaboration with relevant health services to ensure that any necessary support and treatment is provided.

Justice organisations are also represented on Alcohol and Drug Partnerships (ADPs) which are funded to work with a range of partners at a strategic, operational and service level. ADPs commission a range of activity which can provide support for those in the justice system, such as referrals to treatment services, harm reduction interventions, alcohol interventions and alcohol use treatment needs screening.

The Scottish Government is currently working on a National Treatment Specification for Alcohol and Drug Treatment in Scotland. This document will be informed by numerous sources including the forthcoming UK Clinical Guidelines for Alcohol Treatment, the recently published Public Health Scotland review into Alcohol Brief Interventions as well as key independent reports such as Scottish Health Action on Alcohol Problems’ (SHAAP) paper on alcohol use disorder in the justice system.

We are also investing an additional £11 million in 2025-26 to support a range of community justice services, including diversion from prosecution, alternatives to remand and community sentencing. This brings our total budget for community justice to £159m, recognising the key role that such services play in our justice system, including in supporting people with alcohol problems or other underlying needs.

The Scottish Government regularly engages with both the Scottish Courts and Tribunals Service (SCTS) and Police Scotland to discuss a range of matters arising in the delivery of justice services.

Specialist or problem solving courts, the establishment of which is ultimately a decision for the judiciary and SCTS, can be an effective way of supporting those with particular needs and positive work is underway in this area.

For example, the Glasgow Alcohol Court opened in 2018 and aims to reduce rates of offending by supporting people who offend with their underlying alcohol issues. Once accepted into the Alcohol Court, participants receive intensive support from their justice social worker and a substance use worker. In 2022, 240 people were accepted into the Alcohol Court.

There are other good practice examples of problem solving courts, including the Pan-Lanarkshire Alcohol and Drugs Problem Solving Court, which secured funding via the CORRA foundation and launched in December 2023.

In terms of court disposals, community payback orders offer a range of potential requirements including a specific alcohol treatment requirement.

Police Scotland, working in partnership with stakeholders, is establishing a working group that will promote best practice and work to drive an increase in referrals from police custody into support for mental health and wellbeing, alcohol and drugs and other relevant services. The new pathway for arrest referrals has now been established, which involved a full review of practices, mapping of services and establishing any gaps in service provision across Scotland. Further work is planned to drive further improvements in the arrest referral service.

The management of Police Scotland’s call handling capabilities is an issue for the Chief Constable. Police Scotland’s three year business plan seeks to ensure that victims are fully heard and supported through a service that is tailored to their needs, and that the service works with partners to ensure vulnerable people can access appropriate care at the right time.

The Scottish Government is aware of the launch of Raneem’s Law in England and Wales, whereby domestic abuse specialists will be embedded within 999 control rooms across five police forces. Police Scotland’s Public Protection Development Programme (PPDP) includes work to develop an improved initial response model, to ensure all victims receive a real-time trauma informed response, including safeguarding and signposting to the most appropriate support service at the earliest opportunity.

All calls received by Police Scotland receive an initial assessment based on the THRIVE model (Threat, Harm, Risk, Investigative Opportunity, Vulnerability and Engagement) to enable informed decision making on prioritisation. Given the unpredictable and often violent nature of domestic abuse, incidents are assessed with consideration given to the safety of the victim and family, background history for the victim and suspect, severity of the allegation and evidential opportunities.

Police Scotland have advised that an incident will be graded appropriately and fast tracked where necessary with the police response will be victim led as much as possible.

Police Scotland’s three year business plan also seeks to ensure that victims are fully heard and supported through a service that is tailored to their needs, and that the service works with partners to ensure vulnerable people can access appropriate care at the right time.

Zero Waste Scotland's (ZWS) Corporate Plan for 2025-2030 includes present and future targets beyond the life of this Corporate Plan.

The reference to seeking reduction of Scotland's extraction of raw materials by one third is based on a United Nations Environment Programme (UNEP) Report, which stresses the importance of high-income countries reducing their material footprint by bending the resource use curve to achieve economic growth, reduced inequality, improved quality of life and dramatically reduced environmental impacts.

During the lifetime of the current Corporate Plan, Scottish Government will continue to work with ZWS in developing data and policies required to establish a baseline and trajectory for future target setting to measure progress towards a circular economy.

The Scottish Government greatly values Disabled People’s Organisations (DPOs) across Scotland. We know that many disabled people currently face significant barriers. DPOs support thousands of disabled people across Scotland through programmes which build the confidence, connections and capacity of disabled people.

£5 million of our Equality and Human Rights fund supports Disabled People’s Organisations to tackle inequality and discrimination, furthering equality, and advancing the realisation of human rights in Scotland.

We are also investing an additional £2 million for the Disability Equality Plan and are working closely with DPOs on delivering essential support to Scotland’s disabled people.

While the Scottish Government provides the overarching guidance for patient travel expenses reimbursement, NHS Boards are responsible for developing local policy to best meet the needs to their populations, and for assessing eligibly for financial support and level of that support. This includes setting and reviewing reimbursement rates.

Boards are expected to consider local and individual circumstances, ensuring patient care is at the centre of all decisions made.

Marine Planning in Scotland’s waters is governed by two Acts – the UK Marine and Coastal Access Act 2009 and the Marine (Scotland) Act 2010. Together these set out the requirement for the development of marine plans.

A Planning Position Statement for NMP2 was published in November and covers how the requirements of the Marine Acts and other relevant legislation are being considered in the development of NMP2, as well as the initial thinking on policy direction for NMP2.

The responses to the consultation on the Planning Position Statement are currently being considered, and these stakeholder perspectives alongside the policies established in the fisheries management strategy and fisheries management plans, will inform the development of the NMP2.

A start date for the review is not confirmed at this time – it is important that the scope and timing of the review is considered within the context of wider reform on access to health care, which is already underway.

It is recognised that transport to health is a key enabler to ensure equitable access to healthcare, and work to bring travel/transport and health planning closer together is in progress. This work will include bringing local bodies together at a regional level to consider the options for transport to health.
