To ask the Scottish Government whether it will reform the planning process to deliver at least 12GW of additional onshore wind and 11GW of offshore wind by 2030, as recommended in the Scottish Renewables publication, Beyond COP26: Next steps for Scotland’s clean energy revolution.
Answer
The draft National Planning Framework 4 (NPF4), which was laid in the Scottish Parliament on 10 November, sets out how our approach to planning and development will achieve a net zero, sustainable Scotland by 2045.
The draft NPF4 proposes a new policy which will ensure significant weight be given to the Global Climate Emergency in planning decisions. It also includes green energy policies which support renewable energy development other than in National Parks and National Scenic Areas, subject to an assessment of their impacts on a case by case basis. Through the draft NPF4, we are also proposing to designate a national development which would establish the need for a large increase in renewable energy generation and substantial reinforcement and expansion of grid infrastructure throughout Scotland.

To ask the Scottish Government how the £100 million funding set out in the Draft Hydrogen Action Plan will be allocated each year.
Answer
The Emerging Energy Technologies Fund (EETF) is a £180m package of funding over five years that will provide capital support to accelerate low-carbon infrastructure projects that will be essential to deliver net zero. The Fund will make £100 million available to support renewable hydrogen projects in line with our Hydrogen Policy Statement.
Policy officials are finalising the eligibility and project assessment criteria for the EETF, and have invited views on this from stakeholders by 19 January 2022.

Further details on the Fund and its eligibility criteria will be provided in early 2022 alongside a call for projects.

To ask the Scottish Government whether it plans to publish the Supply Chain Development Statements submitted by developers as part of the current round of ScotWind Leasing.
Answer
Supply Chain Development Statements (SCDS) are a required component of the ScotWind Leasing process and are therefore administered by Crown Estate Scotland. Crown Estate Scotland will publish the SCDS Outlook documents once Option Agreements are signed by successful applicants. In addition, Crown Estate Scotland will confidentially share the commercially sensitive SCDS Narrative Documents of successful applicants with the Scottish Government and enterprise agencies. The Scottish Government and enterprise agencies would not expect to publish documentation of a commercially sensitive nature.

To ask the Scottish Government, in light of the Scottish National Party manifesto commitment to "ensure maternity units have dedicated facilities for women who are experiencing unexpected pregnancy complications", whether it will confirm (a) what action it is taking to achieve this and (b) whether these units will be in place by the end of 2022, and, if not, by what date they will be introduced.
Answer
As set out in the Programme for Government 2021 - 22, published on 7 September 2021, the Scottish Government is committed to establishing a dignified and compassionate miscarriage service by the end of 2023. This commitment includes ensuring women’s services have dedicated facilities for women experiencing unexpected pregnancy complications.
As part of delivering on this commitment, we will carry out a scoping exercise to establish current service provision across all 14 Health Boards and host a series of roundtables to discuss with stakeholders what more can be done to improve miscarriage care and support for women who experience complications during pregnancy. The first roundtable will take place in early 2022.

To ask the Scottish Government how much funding it is allocating to the development of regional hydrogen energy hubs in each of the next five years; how many will be established; how many people will be employed at each, and by what date each will be operational.
Answer
The Scottish Government will, over the next five years, continue to create a supportive policy environment which, alongside private investment, will enable the creation of a network of renewable and low-carbon regional hydrogen production hubs near demand centres across Scotland.

To ask the Scottish Government what (a) additional funding and (b) non-financial support it is providing to local authorities to implement the Homeless Persons (Unsuitable Accommodation) (Scotland) (Modification and Revocation) (Coronavirus) Amendment Order 2021, in light of recent reports of some being unable to meet the terms of the order.
Answer
In 2021-22, local authorities have been allocated an annual share of £23.5 million for homelessness prevention and response measures and an annual share of £8 million to support the implementation of rapid rehousing transition plans. The Scottish Government has also offered a range of non-financial support. This includes clarifying the process for funding to build new accommodation, dedicated engagement with local authorities facing the most significant challenges and hosting an event that brought all Scottish local authorities together to share good practice to support compliance with the Order.
Recent engagement has shown that all local authorities are making positive progress towards reducing the use of unsuitable accommodation. The Scottish Government will continue to work with local authorities to sustain this progress and identify support to help overcome barriers.

To ask the Scottish Government how much funding it will allocate to the Scottish Hydrogen Innovation Fund in each of the next five years.

The £10m Scottish Hydrogen Innovation Fund is part of the Scottish Government’s Emerging Energy Technologies Fund. It aims to support Scottish researchers and innovators to drive technological progress and advance innovation to improve the cost-competitiveness of renewable hydrogen produced in Scotland. It will support Scottish companies to benefit from and contribute to the global research and innovation network through international collaboration.
Hydrogen policy officials are currently finalising the development of the Scottish Hydrogen Innovation Fund and have invited views from stakeholders on the scope of this Fund.

To ask the Scottish Government what action it will take to ensure that future anti-smoking campaigns addressed at young people take account of any concerns that they might have regarding whether there is a link between smoking and weight gain or loss.

Stopping smoking at any time is one of the best things you can do for your health, and the health of those around you.
We work alongside YoungScot, schools and further education institutions when developing our campaigns to ensure young people are aware of the dangers of smoking and the importance of making healthy life choices.
NHS Inform has information around smoking and weight gain, 'Myths' which can be used to address individual’s concerns over this issue.

To ask the Scottish Government how much funding it is allocating to the Hydrogen Economy Cluster set out in the Draft Hydrogen Action Plan; how many people will work at the Hydrogen Economy Cluster, and by what date it will be operational.
Answer
The Hydrogen Economy Cluster will raise awareness of the opportunities in the hydrogen economy, support a Team Scotland approach and provide practical steps to help companies realise opportunities in hydrogen and associated low-carbon markets. The cluster will be pan-Scotland and will play a key role in helping the energy and oil and gas supply chain move into hydrogen production, distribution and/or key areas of hydrogen demand such as transport and low-carbon heat.
Hydrogen policy officials are currently working with the Enterprise Agencies on the development of the Hydrogen Economy Cluster and further details will be available in 2022.
