Rural Affairs and Islands Committee

Welfare of Dogs (Scotland) Bill: Stage 1

Meeting date: 25 October 2023

Rachael Hamilton

I have a supplementary question that follows on from Jim Fairlie’s questions. Given what you said about public awareness, you must have concerns about the awareness of the code of practice under the 2006 act and how effective it is. If you create another code on top of that, will it not just have the same outcome? Failure to comply with the existing code is not an offence, so where is the carrot here? Would the proposed code not be duplication? Would it not just be for show?

So, the money would not have to be returned if it was not ring fenced and spent on agriculture.

It would be useful if you could come back to the committee on this, perhaps in writing, along with the definition of ring fencing. Could you also confirm that that money has not been put into plugging a black hole in finance? Is it being used to plug the £1 billion black hole in the Scottish Government’s budget?

Pre-Budget Scrutiny 2024-25

Meeting date: 27 September 2023

Rachael Hamilton

Good morning, cabinet secretary. There has been a worrying trend of depopulation of the islands, particularly in places such as Argyll and Bute. You said that some of the budget that we discussed in the previous session—the £5 million for the islands bonds—would be for tackling island depopulation. Where is that budget targeted? Would the Scottish Government consider a redistributive effect for that budget—giving more money to the areas that are experiencing higher levels of depopulation?

Would it be possible to give the committee an update on the island profiling that you have been doing? Maybe Erica Clarkson could help to answer that.

In the previous committee session, we heard that the Scottish Government was carrying out an island profiling exercise on demographics.

Is there a statutory obligation to prove that the money has been ring fenced or spent in a certain timeframe?

You have an addressing depopulation action plan.

I do not think that that has been published yet.
