Rural Affairs Committee [Draft]

Marine and Fisheries

Meeting date: 30 September 2026

Mark Ruskell

I have a very brief question and I am looking for very brief answers. Lessons were learned—I hope—from the highly protected marine area consultation. Do you have faith that the current consultation on MPAs and priority marine features will be handled in a way that is informed by learning from the earlier experience on HPMAs?

In the summer, the committee visited Lochaline and saw some of the on-the-ground impacts of citizen science. Heather, would you like to come in on that point?

Who would like to answer first? Can we mix up the order a bit?

I want to bring you back to Finlay Carson’s question about the role of the marine directorate and the other environment agencies. Are you saying that there is a lack of joined-upness in how the land and the seas are managed through environmental regulation?

I will go back to you, Alistair, because you started to talk about remote monitoring.

I will ask a final question. Comments have been made about how you do not want to see your sector talked down and that we need to talk up what the sector is doing. I will give each of you an opportunity to say where you think the industry has a good story to tell on protecting the environment but also building an economic base for the industry. When it comes to MPA or PMF management, what is a good story from each of your sectors about where you have been able to help meet environmental objectives while providing a stable economic base for the industry to grow?

We have about 15 minutes left and a few more questions still to go. The answers are fantastic but it would be good to ensure some brevity.

We move to questions from Andrew Baxter, who is joining us online.

Great. I think that Finlay Carson has a supplementary question. Please make it brief, as we are tight for time.

Do you have any specific thoughts on the ESS report?

The ESS report was on the environmental condition of our seabed, but many of you have also highlighted the economic impact of degradation. Is enough work being carried out on the economic basis of fisheries and how this environment can help sustain and recover fish stocks? Jessica, did you want to come in on that?
