Rural Affairs Committee [Draft]

Pre-budget Scrutiny 2027-28 and Programme for Government

Meeting date: 7 October 2026

Mark Ruskell

It is good to hear about the ambition, cabinet secretary. You spoke about being ambitious in the UK and about Scotland being able to do more than the rest of the UK can on woodland planting and forestry creation. However, is a natural consequence of that that there will be some land use change? Although you might not want to talk about livestock reduction, if farmers and land managers are looking to increase forestry on their land or even to move out of agriculture, inevitably there will be a reduction in livestock, but it will be driven by farmers’ decisions rather than national Government targets.

Minister, do you want to come in briefly on that?

Rural Support Plan

Meeting date: 7 October 2026

I want to pick up two areas where there has been consensus among stakeholders. It is important that the Government listens to their views. One is on whole farm plans. We have heard a lot of evidence that whole farm plans are perhaps less useful for farmers and land managers than they could be, and there are concerns that they might just be an expensive box-ticking exercise. That said, they could also be transformational in supporting farmers and land managers to develop new business plans and meet new objectives.

The other aspect relates to tier 4. Many stakeholders think that tier 4 could do a lot more to support rural communities and help train farmers. It has the potential to produce better whole farm plans and enable more co-operation.

I am interested in your thoughts on those two areas where there is consensus. You often focus on perceived division between stakeholders, but there is consensus on tier 4 and whole farm plans.

Public sector reform is a major theme of this parliamentary session. A number of the proposed reforms sit under your portfolio, and one of them is the potential merger of Scottish Forestry with environmental bodies. How certain is the Government on that direction of travel? Has the Government considered the experience of similar mergers in Wales?

It will not come down to budget negotiations or year-to-year negotiations on issues.

We have some questions on front loading or active farming. Are there other aspects that we want to explore?

Can we take from that answer that the funding is flexible and moveable, and that budgets may change from year to year? You have offered some welcome certainty about AECS funding and put a figure and timescale on it, but everything else is dependent on budget negotiations between parties in this Parliament. Does that not leave ordinary farmers and land managers in a situation in which they feel a bit uncertain? They will be asking, “Should I lobby somebody?”
