Meeting date: 9 September 2026

Mark Ruskell

You mentioned collaboration in the upland areas in England, such as in the Lake District. Has that brought some economic stability?

Jamie, can you take us on to the tiers, so that we can get into a little bit more detail on that issue?

If witnesses have suggestions about how changes could be made to any of the tiers, it would be useful to get that on the record, too.

As a follow-up to that, what do you think that tier 4 support for the development of whole farm plans should look like from a budget point of view? Is the budget adequate right now? It just seems that, for tier 1 to be successful and for us to get environmental benefits, there needs to be a focus on whole farm planning. Perhaps that would empower farmers and land managers a bit to consider what changes they wanted to make that were appropriate for their farm. However, I am just wondering whether the support is there for them to do that. These are busy folk, after all, and they really do not have the time to be investing in training and support on this.

Thanks for that. We have started to get into the detail of the individual programmes and existing approaches. Jamie Langan will go into that a bit further.

If there are no further comments on that question, I will bring in Emma Roddick.

Are there any other perspectives on that question? If not, I would like go back to the issue of evidence. Nim, you talked earlier about the evidence base for what the spend delivers. Are we focusing on the amount of spend and outputs rather than on the actual outcomes and the improvements that we get as a result? How are we measuring that, and does that fit with the current mechanisms for doing that? Do you have further thoughts on that? We can then go around the table.

Thanks for that. Jamie, did you have any follow-up thoughts on the evidence at all? If not, we can move on.

Thank you very much. Finally, a brief word from Vicki.
