Rural Affairs Committee [Draft]

Forestry

Meeting date: 23 September 2026

Mark Ruskell

Agenda item 5 is a panel evidence session on forestry. We have scheduled around an hour and 20 minutes for this discussion. We will then take a short comfort break, which will be followed by a panel discussion with stakeholders on peatland and peatland restoration. To keep us on time, I would be grateful if questions from members and answers from our witnesses could be as concise as possible.

Members have agreed to hold sessions on key topics in our remit, and part of that work is to help to set the scene for the development of the committee’s work programme over the next five years, as well as to cover key topics that are introduced by the Scottish Government’s programme for government and the upcoming budget.

I will briefly introduce the witnesses before moving to questions from members. I welcome Stuart Goodall, chief executive of Confor; Paul Lowe, chief executive of Scottish Forestry; Simon Ritchie, policy and advocacy manager for Woodland Trust Scotland; and Andy Rockall, chief executive of the Community Woodlands Association. Before we begin, I remind you that you do not need to operate your microphones, as broadcasting will do it for you.

I invite questions from members.

I have a final question. Peter Hutchinson said earlier that he anticipated some difficult years ahead with regard to the funding for peatland restoration, but is next year’s budget—that is, the 2027-28 budget—sufficient to deliver that year’s peatland restoration target?

Is the current 2026-27 budget adequate to meet this year’s target?

Jamie, do you have any follow-up questions?

That is good to know. Roxane Andersen, you were nodding there. Have you worked on the peatland standard or do you have an awareness of how that is working?

Richard, shall we start with the ban on horticultural peat? I will then go to Peter Hutchinson for the second question.
