Rural Affairs Committee [Draft]

Decision on Taking Business in Private

Meeting date: 23 September 2026

Mark Ruskell

Good morning, and welcome to the fifth meeting in 2026 of the Rural Affairs Committee. Please ensure that all electronic devices are switched to silent.

We have received apologies from Emma Roddick, who might be able to join us later.

Agenda item 1 is a decision on taking business in private. Item 7 is consideration of evidence that we will hear from our witnesses this morning on forestry and then on peatlands. Item 8 is consideration of our work programme. Do members agree to take items 7 and 8 in private?

Members indicated agreement.

Thank you for that. It would have been good to see that evidence on stakeholder engagement replicated in the policy note in advance of the SI being considered by the committee.

I thank our witnesses for joining us this morning. You have been an excellent panel, and you have contributed to what has been a good introductory session for the committee. I am sure that we will return to these topics throughout this parliamentary session.

We will now pause for a changeover of witnesses and a brief comfort break, and we will resume with the next panel at five past 11.

Peatlands

Meeting date: 23 September 2026

Mark Ruskell

Welcome back. We move to the second evidence session of the morning, in which we will hear from stakeholders from the peatlands sector. We have around an hour and 15 minutes for discussion and, as always, I would be grateful if questions and answers could be kept as concise as possible. As with the previous agenda item, the purposes of this session are to support the committee in the development of its work programme and to consider important issues relating to the priorities of the Scottish Government and its budget.

Before we move to members’ questions, I will introduce our witnesses. I welcome Professor Roxane Andersen, senior research fellow at the University of Highlands and Islands north, west and Hebrides, and Richard Lindsay, senior research adviser at the International Union for the Conservation of Nature, UK peatland programme, both of whom join us online; and Andy Ford, director of nature and climate change at the Cairngorms National Park Authority, and Peter Hutchinson, head of peatland programme and strategy at NatureScot, who join us in the room. Before we begin, I remind our witnesses that they do not need to operate their microphones, as our broadcasting team will do that.

I now invite questions from members. Finlay Carson has the first question.

Okay. That is useful. Andrew Baxter, do you want to come in?

My final question is about the other aspect of public service reform, which is the management of assets that are in public ownership and their consolidation.

Andy, you represent community woodland associations. The committee has seen how FLS land is being transferred successfully to a number of communities. Do you see opportunities or threats arising from consolidation of the management of land that is in public ownership, or can communities still have a role to play in that?

I think that that is something that is beyond the gift of ministers to resolve.

I thank our second set of witnesses for attending the meeting and for what has been a great and very informative introductory session for the committee.

That concludes the public part of the meeting. We will now move into private session.

12:15

Meeting continued in private until 12:44.

Thanks very much, minister, for that useful introductory statement. I ask you to reflect on whether it might have been better for the committee to have had a more detailed policy statement in advance of the meeting, but I very much welcome what you have put on the official record. We will move to questions from members.

Thank you. The committee visited a community woodland in Lochaline, which was informative.
